In a situation where globalization and modernization are accelerating, the protection and transmission of intangible cultural heritages are facing unprecedented challenges. In particular, the traditional culture of ethnic minorities is on the verge of extinction for economic and environmental reasons. This study analyzed the current status of protection by using the intangible cultural heritage of the minority ethnic Tu people in Qinghai, China, as an example, and explored the importance of cooperation between the government, the private sector, and local residents in the process of protecting and transmitting cultural heritage. In-depth interviews were conducted with eight people, including the transmitters of the intangible cultural heritage of the Tu people, government officials, corporate representatives, and local community members, and analyzed specific practice cases and difficulties in the process of cultural transmission from various angles, and the role and contribution that each subject contributes to cultural protection. As a result of the analysis, economic difficulties, a decrease in the frequency of use of the Tu people language, and the complexity of the Tu people culture were derived as factors that were difficult to transmit cultural heritage. To solve these problems, the government provided economic support to the transferee through subsidies and job provision, and also raised awareness of the culture of local residents through free admission policies and school cultural experience activities. However, this policy had several limitations, but in the process of creating a tourist destination, the gap between exhibition content and actual culture, the lack of opportunities for residents to watch, and the problem of cultural conflict between generations were deteriorating the actual effect of the policy. In addition, low wages, work stress, and lack of commentators of actors in the operation of tourist destinations were contributing to lowering the quality of tourist destinations. This study is expected to be an important reference material for cultural heritage protection strategies by providing practical suggestions for the protection and transmission of the Qinghai Tu people culture.

글로벌화와 현대화가 가속화되는 상황에서 무형문화유산의 보호와 전승은 전례 없는 도전 에 직면해 있다. 특히 소수민족의 전통문화는 경제적, 환경적 이유로 점차 소멸 위기에 놓여 있는 상황 이다. 본 연구는 중국 칭하이성의 소수민족 투족 무형문화유산을 사례로 삼아 현재의 보호 현황을 분석 하고, 문화유산 보호 및 전승 과정에서 정부와 민간, 지역주민 간 협력의 중요성을 탐구하였다. 투족 무 형문화유산의 전승자, 정부 관계자, 기업 대표, 지역 사회 구성원 등 8명을 대상으로 심층 인터뷰를 진 행하여 문화 전승 과정에서의 구체적인 실천 사례와 어려움, 각 주체가 문화 보호에 기여하는 역할과 공헌을 다각도로 분석하였다. 분석 결과 문화유산 전승이 어려운 요인으로서 경제적인 어려움, 투족 언 어 사용 빈도의 감소, 투족 문화의 복잡성이 도출되었다. 이러한 문제들을 해결하기 위해 정부는 보조 금과 일자리 제공 등을 통해 전승자에게 경제적 지원을 제공하며 또한 무료입장 정책과 학교 문화 체험 활동 등을 통해 지역 주민들의 문화에 대한 인식을 높이고 있었다. 그러나 이러한 정책은 몇 가지 한계 를 지니고 있었는데 관광지로 조성하는 과정에서 전시 컨텐츠와 실제 문화 간의 괴리, 주민들의 관람 기회 부족, 세대 간 문화 충돌 문제 등이 정책의 실제 효과를 저하시키고 있었다. 또한, 관광지 운영에 서 배우들의 낮은 임금, 업무 스트레스, 해설자 부족 등이 관광지의 질을 낮추는 원인으로 작용하고 있 었다. 본 연구는 칭하이성 투족 문화 보호와 전승에 대한 실질적인 제언을 제공함으로써 문화유산 보호 전략에 중요한 참고자료가 될 것으로 기대한다.
