Under the increasing importance of public research and development (R&D) and technology commercialization, this paper explores the effects of research-based spin-off support policy from 2006 to 2020. We examine the policy effect (financial profitability, sales growth, and innovation) of the research-based spin-off companies over the three periods of the comprehensive plan for the development of the R&D special zone. We further analyze before and after 2014, when the number of companies increased significantly. We find that the second master plan period (2011-2015) and the third master plan period (2016-2020) show higher profitability compared to the first master plan period (2011-2015). Second, the post-2014 period exhibits higher profitability compared to the pre-2014 period. Overall, our findings suggest that tax incentives or other financial support improve the profitability of research-based spin-off companies. However, sales growth is lower than during the policy introduction period and there is no significant difference between in innovative activity across the three master plan periods. Therefore, our empirical results imply that more diverse policy support is necessary to improve the sustainable growth of research-based spin-off companies.

공공연구개발 및 기술사업화의 중요성이 증대되는 상황하에 본 연구는 연구소기업 지원 정책 효과를 고찰하였다. 이를 위해 연구개발특구 육성 종합계획 기간별 그리고 양적 팽창 이 이루어진 2014년 전·후에 대해 연구소기업의 재무성과(수익성, 성장성) 및 혁신성과를 비교·분석하였다. 주요 분석결과는 다음과 같다. 첫째, 1차 종합계획 기간(2005∼2010년) 과 비교할 때 2차(2011∼2015년)와 3차(2016∼2020년) 기간에 신규로 등록된 연구소기 업의 수익성은 높으나 성장성과 혁신성과는 유의적인 차이가 나타나지 않았다. 둘째, 2014 년 이전 대비 2014년 이후에 신규 등록한 연구소기업의 수익성은 더 높게 나타나고 있음이 확인되었다. 전체적으로 연구소기업은 세제 혜택이나 특구 육성사업 수혜로 재무적 수익성 은 개선되나 성장성이나 혁신활동은 측면은 연구소기업 제도가 도입된 초기와 차이가 없는 것을 확인할 수 있다. 따라서 연구소기업의 내실 있는 성장을 위해서는 보다 다각적인 정책 지원이 필요한 것으로 사료된다. 본 연구는 연구소기업 지원 효과를 정책집행 시기별로 구 분하여 실증하고 연구소기업의 활성화를 위한 정책적 시사점을 도출한 측면에서 의의가 있다.
