Recently, competition among local governments to attract national cultural facilities has intensified. Following the opening of the National Museum of Modern and Contemporary Art Cheongju, the construction of the Daejeon branch has been officially confirmed, fueling local governments' growing interest in attracting another regional branch of the National Museum of Modern and Contemporary Art. However, while there are vague expectations of ripple effects and strong political demands, there is a lack of consideration for the conditions and requirements needed to establish regional branches of the National Museum of Modern and Contemporary Art. This study reviews discussions on the ripple effects of establishing regional museum branches, examines chronological trends in museum branch policy within the central government's local culture policy, and analyzes the characteristics of existing discourses on regional branches. It also examines cases of the Victoria and Albert Museum in the United Kingdom as well as the Louvre-Lens and the Musee du Petit Palais in France, which operate their regional branches in their own ways, to analyze the purposes behind their decisions to establish regional branches and the criteria used to structure their operations. It has been confirmed that these three institutions established their branches to enhance local cultural engagement, strengthen the functions of the parent museum, and utilize their brand value. It has also been revealed that each of them has its own system for operating regional branches, offering insights into the future establishment of regional branches of national museums in Korea.

최근 지역에서는 국립문화시설을 유치하기 위한 경쟁이 치열하다. 국립현대미술관 청주관 이후 대전관 건립이 예정됨에 따라 많은 지자체에서 국립미술관의 지역분관에 관심이 높아졌다. 하지만 외부효과에 대한 막연한 기대와 정치적 요구가 많은 것에 비해, 국립미술관의 지역분관을 건립하기 위해 고려해야 할 조건은 무엇일지에 대한 고찰은 부족한 상황이다. 본 연구는 지역분관에 기대하는 뮤지엄 건립에 따른 외부효과에 대한 논의의 특징과 지역문화정책 차원에서 이루어진 뮤지엄 분관 정책 흐름을 살펴보며 지역분관에 대한 담론의 특징을 살펴보았다. 또한 다양한 운 영형태의 분관을 운영하고 있는 영국 빅토리아앤알버트 박물관, 프랑스 루브르 박물관 랑스, 프랑스 아비뇽 안의 루 브르 사례를 분석하여, 분관을 어떤 목적으로 건립을 결정하고 운영구조를 선택하는지에 대해 분석하고자 하였다. 세 기관은 지역문화향유권 강화를 위한 목적, 본관의 기능 강화를 위한 목적, 본관의 브랜드 가치를 활용할 수 있도록 해주는 목적 등에서 추진되었음을 확인하였다. 또한 각 목적에 따라 상이한 운영형태를 선택하고 있었다. 이는 향후 국립뮤지엄의 지역분관 추진 목적 및 추진 방식에 대한 시사점을 제시하고자 한다.
