The purpose of this study is to present policy administrative directions for the effective creation of an elderly-friendly city ahead of the selection of an elderly-friendly city in Korea, and first, to examine the current status of elderly-friendly cities at home and abroad. Second, we analyze the preparation cases of Korean-style elderly-friendly cities targeting domestic cases. Third, based on the current situation analysis, we seek a convergent solution in terms of policy administration and propose the importance of government cooperation and the role of each government department to suggest the direction of policy administration for the effective creation of an aging-friendly city. As a result of this study, we identified problems such as lack of cooperation between related departments for the creation of an aging-friendly city, limitations in the role of leading and complex programs in policies related to aging-friendly cities, lack of complementary relationships between the central government and local governments, lack of consistent support systems and regular exchange activities between aging-friendly cities, and practical limitations in WHO guidelines to embrace Korean culture and identity. To link policy cooperation, we came to the conclusion that measures such as coordinating policies of each ministry and developing an integrated approach, strengthening information sharing and cooperation by establishing an information sharing platform between ministries, and establishing an elderly-friendly policy tailored to regional characteristics through organic linkage between central and local governments can be considered.

본 연구는 국내의 고령친화도시 선정을 앞두고 고령친화도시의 효과적 조성을 위한 정책 행정 방향성을 제시하는 것을 연구 목적으로 하여 첫째, 국내외의 고령친화도시의 현황을 고찰한다. 둘째, 국내 사례를 대상으로 한국형 고령친화 도시의 준비 사례를 분석한다. 셋째, 현황분석을 바탕으로 정책 행정적 측면에서 융복합적인 해결책을 모색하고, 정부 협력의 중요성과 정부 부처별 역할을 제안하는 것을 통해 고령친화도시의 효과적 조성을 위한 정책 행정의 방향성을 제안한다. 본 연구의 결과로 한국형 고령친화도시 조성을 위한 관련 부서 간의 협력 미흡, 고령친화도시 관련 정책의 주도적 ‧ 복합적 프로그램 진행으로 인한 역할의 한계, 관련된 각 법률의 상호보완적 관계의 미흡, 중앙 정부와 지자체의 확대되지 않는 일관된 지원 체계와 고령친화도시 간의 정례적인 상호 교류 활동 부족, WHO 가이드라인이 한국의 문화와 정체성 등을 포용하기에는 현실적인 한계를 보이는 등의 문제점을 파악하였고, 이에 정책 협력 연계를 위해 고령친화도시 정책 협의체 구성으로 각 부처의 정책을 조율하고 통합적인 접근 방식 개발, 부처 간 정보공유 플랫폼을 구축하여 정보공유 및 협력 강화, 중앙정부와 지방정부 간의 유기적인 연계로 지역 특성에 맞는 고령 친화 정책 수립과 같은 방안을 고려할 수 있다는 결론에 다다랐다.
