Abnormal motive crime occurs indiscriminately without economic benefits or personal resentment, and are difficult to prevent and respond to due to unclear criminal motives. In particular, social anxiety is spreading as the link between online crime prediction and real crime has recently emerged as a major issue. In addition, as crimes change into more and more organized and detailed patterns, it is difficult to respond effectively only by strengthening punishment. Accordingly, it is essential to prevent and prepare a practical response system. The main purpose of this study was to empirically analyze the perceptions of police officers on abnormal motive crime and to review the necessity of preventive measures. To this end, a questionnaire survey was conducted on police officers in the metropolitan area, and differences in perceptions between groups were compared using an independent sample T-test. As a result of the study, the perception of abnormal motive crime differed according to class and working period. Middle managers perceived the seriousness of crime more than practitioners, and this is interpreted as reflecting the tendency to view abnormal motive crime as structural problems occurring in social contexts rather than individual cases. Therefore, it implies that it is necessary to establish a comprehensive social support system, such as support for the socially underprivileged and strengthening crime prevention education beyond legal punishment. On the other hand, police officers who have worked for more than 10 years were more aware of the increase in crime, which can be seen as a result of experiencing the possibility of spreading into long-term social problems through field experience. In particular, this difference in perception emphasizes the need to systematize empirical judgment into objective data and shows that accurate crime statistics must be established, practical policy development and prevention measures must be prepared. Based on this, this study suggested that the combination of social measures and systematic statistical-based management is essential to prevent abnormal motive crime. The main measures include strengthening the security system of multi-use facilities, supporting the socially underprivileged, establishing a dedicated organization to respond to crimes, and providing education on crime prevention, and confirming that continuous policy establishment and systematic management are also necessary.

이상동기범죄는 경제적 이득이나 개인적 원한 없이 무차별적으로 발생하며, 범죄 동 기가불분명해 예방과 대응이어려운특징을갖는다. 특히, 최근 온라인 범죄 예고와 현 실 범죄 간의 연계성이주요 이슈로떠오르면서 사회적불안이확산되고 있다. 또한, 범 죄가 점점 더 조직적이고 치밀한 양상으로 변화하면서 단순한 처벌 강화만으로는 효과 적인 대응이 어렵다. 이에 따라 사전 예방과 실질적인 대응 체계 마련이 필수적이다. 본 연구는 이상동기범죄에 대한 경찰관들의 인식을 실증적으로 분석하고, 예방 대책 의 필요성을 검토하는 것을 주요 목적으로 삼았다. 이를 위해 수도권 경찰관을 대상으 로 설문 조사를 실시하고, 독립표본 T-검정을 활용해 집단 간 인식 차이를 비교하였다. 연구 결과, 이상동기범죄에 대한 인식은 계급과 근무 기간에 따라 차이를 보였다. 중 간관리자는 실무자보다 범죄의 심각성을 더 크게 인식했으며, 이는 이상동기범죄를 개별적 사건이 아닌 사회적 맥락에서 발생하는 구조적 문제로 바라보는 경향이 반영된 것으로 해석된다. 따라서 법적 처벌을 넘어 사회적 약자 지원과 범죄 예방 교육 강화 등 종합적인 사회적 지원 체계 구축이 필요함을 시사한다. 한편, 10년 이상 근무한 경찰관이 범죄 증가에 대한 인식이 더 높았으며, 이는 현장 경험을 통해 장기적인 사회적 문제로 확산될 가능성을체감한 결과로 볼 수 있다. 특히, 이러한 인식차이는경험적판단을객관적데이터로 체계화할 필요성을강조하며, 정확 한 범죄 통계를 구축하고 실질적인 정책 개발과 예방 대책을 마련해야 함을 보여준다. 이를 바탕으로 본 연구는 이상동기범죄 예방을 위해 사회적 대책과 체계적인 통계 기반 관리의 병행이 필수적임을 제언하였다. 주요 대책으로는 다중이용시설의 경비 체 계강화, 사회적 약자 지원, 범죄대응기관신설및 예방교육제공이 있으며, 지속적인 정책 수립과 체계적인 관리 또한 필요함을 확인하였다.
