[Purpose] The potential for innovation growth in the Jeonbuk region's economy is limited by its vulnerable industrial structure and lack of industrial innovation capacity that can lead regional innovation. In order for the regional economy to maintain dynamism and strengthen its driving force for innovation growth, the health, connectivity, and growth potential of the regional economy are essential. Therefore, the purpose of this study is to derive an industrial restructuring strategy that can induce dynamism in the Jeonbuk region's economy and create an innovation growth engine. [Methodology] By analyzing the innovation growth engine of the Jeonbuk region's economy and the linkages and characteristics of its industrial structure, we evaluate its industrial capacity and compare and analyze its industrial capacity with that of other regions. Then, based on the analysis of the competitiveness and priorities of new industries in the Jeonbuk region, we derive an industrial reorganization strategy that can strengthen the regional industrial capacity and industrial innovation capacity of the Jeonbuk region. [Findings] The industrial restructuring strategy that can strengthen the Jeonbuk region's regional industrial capacity and industrial innovation capacity can be divided into ① a diversification strategy of industries linked to existing industries and ② a diversification strategy of unrelated industries that foster new innovative industries. The Jeonbuk region is a region with low innovation capacity, so it should focus on diversification strategies rather than unrelated diversification strategies, but it should also broadly incorporate unrelated diversification strategies that can maximize innovation. In promoting industrial structure diversification and advancement strategies linked to existing industries, global competitive advantage factors that can enhance the export competitiveness of products should be set as performance indicators. In order to maximize the results of industrial capacity through fostering new industries, a new industry cluster, which is a virtuous cycle ecosystem of new industries, should be created so that the network of companies that constitute new industries determines the market structure and corporate innovation can induce market innovation to achieve innovation growth of local industries. Large-scale clusters by industry should be created and activated by utilizing research and development special zones and free economic zones. [Implications] It is meaningful as a policy alternative to renew regional industrial capacity and regional industrial innovation capacity as an industrial reorganization strategy to overcome the backwardness of the Jeonbuk region‘s economy and create an innovative growth engine.

[연구목적] 전북지역 경제의 혁신성장 잠재력은 취약한 산업구조와 지역혁신을 이끌어낼 수 있는 산업혁신 역량의 부족으로 제한적이다. 지역경제가 역동성을 유지하고 혁신성장을 위한 동력을 강화하려면 지역경제의 건강성, 연결성, 성장성이 필수적이다. 따라서 본 연구의 목적은 전북 지역경제의 역동성을 유발하고 혁신성 장동력을 창출할 수 있는 산업재편전략을 도출하는데 있다. [연구방법] 전북지역 경제의 혁신성장동력과 산업구조의 연계성 및 특성을 분석하여 산업역량을 평가하고 다른 지역과의 산업역량를 비교·분석한 다음, 전북지역의 신산업 경쟁력과 우선순위 분석을 기초로 하여 전북 지역의 지역산업 역량과 산업혁신역량을 강화할 수 있는 산업재편전략을 도출한다. [연구결과] 전북지역의 지역산업 역량과 산업혁신역량을 강화할 수 있는 산업재편전략으로는 ①기존산업과 연계한 산업의 다각화 전략, ②새로운 혁신산업을 육성하는 비관련 산업의 다각화 전략으로 나눌 수 있다. 전북 지역은 혁신역량이 높지 않은 지역이어서 비관련 다각화 전략보다는 다각화 전략을 주축으로 하되 혁신성을 극대화할 수 있는 비관련 다각화 전략을 폭넓게 접목해야 한다. 기존산업과 연계한 산업구조 다각화 및 고도화 전략을 추진함에 있어 상품의 수출경쟁력을 강화할 수 있는 글로벌 경쟁우위요소들을 성과지표로 설정해야 한다. 신산업 육성을 통한 산업역량 결과를 극대화하기 위해서는 신산업을 구성하는 기업들의 연결망이 시장 구조를 결정하고 기업혁신이 시장혁신을 유발하여 지역산업의 혁신성장을 달성할 수 있도록, 신산업의 선순 환 생태계인 신산업 클러스터를 생성시켜야 한다. 연구개발특구나 경제자유지역 등을 활용하여 산업별 대규 모 클러스터를 조성 및 활성화하여야 한다. [연구의 시사점] 전북지역 경제의 낙후성을 극복하고 혁신성장동력을 창출하기 위한 산업재편전략으로서 지 역산업 역량과 지역산업혁신 역량을 쇄신하는 정책적 대안으로서 의미를 가진다.
