The purpose of this study is twofold: (1) to categorize the policy claims about restructuring teacher education system in Korea, and (2) to discuss their logics and political characteristics. The structure of this study is as follows. To categorize the policy claims about restructuring teacher education system, the policy claims that previous and current research proposed were reviewed and analysed. To discuss their logics and political characteristics, the logics of claims and the process of discussion were analysed. The followings are the results of this study. First, the policy claims about restructuring teacher education system is categorized into four types; the maintenance of the status quo, the expansion of educational capabilities. the extension of training period, and higher professional training courses. Each of these claims has its own unique logics and characteristics. Second, the politics of restructuring teacher education system can be summarized as follows; (1) emphasis on economic efficiency, (2) emphasis on the logic of power, (3) admiration for the larger one, (4) proposal by outsiders, (5) preference on top-down approach, and (6) heavy dependence on resistance and struggle.

이 연구는 교원양성체제의 구조조정과 관련하여 제기되는 여러 가지 논란들의 정치적 측면을 분석해 보기 위해 시도되었다. 이를 위해 이 연구에서는 교원양성체제 개편과 관련하여 제기되는 다양한 논의들을 범주화하여 유형화하고, 그 각각의 유형에서 보이는 다양한 정당화 논리, 관련자들의 이해관계, 그리고 그 논의에서 보이는 정치적 양상들을 분석하여 그 특징들을 추출하고, 그것이 우리나라 교원정책 형성에 주는 의미에 대해 논의하였다. 우리나라 교원양성체제의 구조조정과 관련된 논의는 크게 능력 확장과 기간 연장이라는 축으로 범주화하여 유형화해 보면, 유지론, 확대론, 연장론, 대학원양성론 등으로 구분된다. 그들 각각의 논의는 논리적으로는 나름의 타당성과 적절성을 지니고 있다. 그렇지만 그 공개적 논의과정은 매우 정치적이고 갈등적이다. 교육의 논리보다는 효율의 논리가 강조되고, 이성의 논리보다는 힘의 논리가 강조되며, 내실의 논리보다는 확대의 논리가 강조되고, 체제 내적 논리보다는 체제 외적 논리가 강조되며, 상향적 논리보다는 하향적 논리가 강조되고, 타협과 설득의 논리보다는 대결과 저항의 논리가 강조되고 있는 것이다.
