The purpose of this study is to examine the traits of educational reform after 1995, and to suggest reform directions in the field of elementary and secondary education. To achieve these purposes, the following policies were evaluated: autonomy system in education, high school entrance system, school advisory council, student achievement test, teacher evaluation, and school budget system. Ten reform directions were suggested as follows: autonomy in the local school district, excellence improvement through school diversification, school advisory council with community spirit, release of student achievement test information, practical use of teacher evaluation results to improve teacher's professional ability, rationalization of budget distribution system, establishment of presidential education reform committee with political neutrality, vision presentation for substantive improvement of education, inductive evaluation of educational policies, and cooperation and adjustment among government bureaus.

본 연구는 교육개혁위원회의 교육개혁안 발표 이후 초중등교육 분야에서의 교육개혁의 특성을 살펴보고, 이들에 대한 평가를 실시하여 앞으로의 교육개혁 과제를 제시하는 목적을 가지고 있다. 이러한 목적을 달성하기 위하여 지방교육자치제, 고등학교평준화, 학교운영위원회, 학업성취도 평가, 교원평가, 교육재정 및 학교예산회계제도 등에 대하여 성과 및 문제점을 살펴보았다. 이를 바탕으로 10가지 교육개혁 과제를 제시하였다: 의결과 집행이 분리된 기초단위 교육자치 실시, 평등성이 유지된 상태에서 학교 다양화를 통한 수월성 확보, 공동체적 의결기관으로서의 학교운영위원회, 학업성취도 평가 결과의 공개, 전문성 신장을 위한 교원평가결과의 할용, 예산배분제도의 합리화, 초당적 교육개혁 기구 설치, 교육본질 개선을 위한 비전제시, 귀납적 교육정책평가, 정책 담당부서의 협조와 조정 능력 제고 등이다.
