The purpose of this study is to compare the expressed national discours in time series in the process of education reform performed in Korea after liberation and to explore the political implication included in education reform. In terms of this viewpoint, I made a comparison between the discourses which Korean government put up right in front of education reform. In addition, I have searched some values which Korean government must incorporate it's idea in the plan of today's national education activity through relationship, substantiality of embodied plans and evaluation in some future. In the time of the political unrest, the state expressed the educational discourse for the common interest of people, in fact, it was to control people with hiding its political intention of certain established groups. However, as the state have set in a period of political stability, the educational discourse is prone to act more comprehensive and may ultimately face more natural problem of education. This endows the people with a good many rights and it provoked criticism. Tacitly, such discourse enabled education to become the best choice and virtue when an individual should select the future. the national approval that the education belongs to private domain let relatively lose its morality and pushed people to the battle of a life and death matter for the prior occupation on education. The educational discourse accordingly have circulated with the diverse aspects of selfish groups to obtain the prior occupation and the state is based on the supports from such activists groups. Discourse itself is the process of forming the potential value. Especially, the educational reform discourse under today's circumstances is gradually depending on the people, so it should be done according to the nature of education.

본 연구는 해방이후 우리나라에서 이루어진 교육개혁 과정에서 표출된 국가교육개혁 담론을 시계열적으로 비교하면서 국가적인 교육활동의 정치적 함의를 찾아보고자 했다. 이에 따라 우선 해방 이후 각 정부가 교육개혁의 전면에 내세웠던 담론들을 비교하였고, 개혁담론이 구체화되어 나타나는 방안들의 실행과정과 지속성 및 후일의 평가를 통해 국가가 담아내는 가치들을 찾아보았다. 정치적 불안정기와 비교했을 때, 정치적 안정기의 국가 교육개혁담론의 영역은 좀더 포괄적이고 교육 본연의 문제를 거론하는 경향이 뚜렷해지고 있다. 주요 담론은 공교육의 위기라든가 세계사적 흐름에 따른 국가의 생존이나 개인의 성공적 삶에 관한 문제에 집중하면서, 국가는 모든 선택과 행동의 주체가 국민들임을 인식시키고 있다. 이러한 사실은 관점에 따라 비판을 받기도 하지만, 많은 권한을 국민들에게 부여한 것처럼 인식시키고, 은연중에 교육이 개인의 미래를 선택하기 위한 최선이며 미덕이 되게 하였다. 하지만 교육이 개인의 사적인 통제영역에 들 수 있다는 국가적 승인은 상대적으로 교육이 가진 도덕성을 상실하게 했고, 교육 선점을 위해 전 국민이 사활을 건 투쟁을 하게 만들었다. 따라서 갈수록 국가교육개혁담론은 교육을 선점하려는 집단들의 다양화된 모습을 담아 유포되고, 그러한 집단들의 지지를 받으며 국가는 존립 기반을 마련한다. 담론은 그 자체로 잠재적인 가치를 형성하는 과정이다. 특히 오늘날처럼 교육개혁담론의 주체가 모든 국민이 되고 있는 상황에서는 철저히 교육본연의 철학적 논리를 담아내는 것이 매우 중요하다고 볼 수 있다.
