Finland, a Nordic country that had long pursued a neutrality and peace diplomacy since the Second World War, has joined in the NATO since 2023 through overhauling its foreign and security policy line in response to the outbreak of the Russo-Ukranian War. A transitional turn of foreign and security policy resulting in Finland’s acquiring of the NATO membership has been completed in accordance with the institutional framework under the new 2000 Finnish Constitution that reduced the presidential power while strengthening the power of both the Parliament and PM. In this context, the 2024 Finnish Presidential Election gives a proper momentum to examine how the leadership role of the President has been evolving since the constitutional change in Finland. This paper provides an in-depth analysis of the 2024 Finnish Presidential Election in focusing on changes in constitutional power relations and the foreign policy making system, as well as the transition in the foreign and security policy of Finland. The study offers a systemic analysis on contexts, processes and final results of the 2024 Presidential Election, discussing the future direction of the Finnish foreign and security policy and the evolving role of the President. The study result shows that a cross-party consensus about a new foreign and security policy was reached through the process of joining in the NATO, and whole electoral processes were operated on that foundation respected by all parties and candidates. Moreover, it demonstrates that the President of Finland exercises considerable influences in foreign and security policy-making, remaining an important political institution as a leader of morality (arvojohtaja) securing high-level popular supports.

전후 중립평화외교를 지향한 핀란드는 최근 러시아-우크라이나 전쟁 발발 이후 외교안보정책 노선을 새롭게 정초한 뒤 2023년 북대서양조약기구 나토(NATO)에 가입했다. 2024년 1-2월의 핀란드 대통령 선거는 나토 회원국 시대의 새로운 국제 정치 환경 속에서 실시된 첫 대통령 선거라는 점에서 주목받았다. 핀란드는 2000년 신헌법 제정을 통해 기존의 준대통령제(semi-presidentialism) 헌법 체제에서 비대해 진 대통령 권력을 대폭 줄이고 의회와 총리(내각)의 권력을 강화함으로써 사실상의 표준적 의회주의(parliamentarism)에 가까워진 상태이다. 핀란드의 외교안보정책 전 환과 나토 가입은 새로운 헌법 체제와 대외정책 결정 시스템에 따라 이루어졌으며, 이번 선거는 헌법 개혁 이후 핀란드 대통령의 위상과 역할이 어떻게 변화하고 있는가를 검토할 좋은 계기를 제공한다. 이 논문은 2000년 전면 헌법개혁 이후 입헌적 권력구조 및 대외정책 결정 시스템의 변화와 최근 나토 가입 등 외교안보정책 노선 의 대전환이라는 맥락에서 2024년 핀란드 대통령 선거를 분석한다. 연구는 2024년 대통령 선거의 맥락과 과정 그리고 주요 결과를 체계적으로 분석하며, 이를 바탕으 로 향후 핀란드의 외교안보정책의 변화와 대통령 리더십에 관해 전망한다. 연구결 과는 핀란드의 나토 가입을 계기로 외교안보정책 노선에 관한 새로운 초당적 합의 가 이루어졌으며, 대부분의 정당과 후보들이 이를 존중하는 바탕 위에서 선거가 전 개되었음을 보여준다. 또한, 신헌법 체제에서도 핀란드 대통령은 대외정책 결정 과 정에서 상당한 영향력과 리더십을 발휘하며, 나아가 ‘가치의 리더(arvojohtaja)’로서 높은 국민적 지지를 누리는, 중요한 정치행위자로 남아있음을 보여준다.
