The advent of the Internet has given rise to a plethora of novel forms of digital sex crimes, with adolescent deepfake sex offenders emerging as a grave social concern. This study aims to analyze the current state of adolescent deepfake sexual crimes and propose suitable countermeasures tailored to adolescents. It opposes the socially driven calls for harsher punishment of adolescent offenders, emphasizing that punitive measures alone cannot adequately address adolescent deepfake sexual offenses. The study proposes a multifaceted approach to prevent and combat these crimes, centering on educational initiatives at the school, family, and societal levels. At the school level, the study calls for the widespread implementation of ageappropriate, structured sex and gender education programs, such as Comprehensive Sexuality Education (CSE). It emphasizes the need for customized education on deepfake sexual crimes and experiential media literacy education to help adolescents understand the methods and characteristics of deepfake and recognize its risks. Secondly, educational programs for parents should raise awareness of digital sexual violence support organizations within the household and foster a proper Internet usage environment. This would enable effective initial responses to digital sexual crimes and increase awareness of their severity. Additionally, public service advertisements and campaigns should be carried out through social media in ways that effectively resonate with adolescents. The educational approach for adolescent offenders should focus on fostering their gender sensitivity, self-control, and empathy through institutional and familial support. Above all, it is crucial to prioritize fundamental prevention through education and guidance targeted at adolescents, moving away from the notion that unconditional punishment is the only solution and embracing restorative justice.

인터넷의 발전에 따라 여러 신종 디지털 성범죄가 출몰하고, 청소년의 딥페이크 성범죄가 심각한 사회적 문제로 대두되었다. 본 연구의 목적은 청소년 딥페이크 성 범죄의 현황을 분석하고, 청소년을 위한 적합한 대응책을 제시하는 것이다. 사회적 공분으로 인해 제기된 가해 청소년 처벌강화 주장의 효과를 고찰함으로써 처벌은 청소년 딥페이크 성범죄의 근본적 대응책이 될 수 없음을 밝혔다. 이를 바탕으로 여기서는 학교·가정·사회의 다각적 차원에서의 예방적 교육과 가해 청소년에 대한 맞춤형 교육방안, 회복적 사법적 대응 방안을 제안하였다. 우선 학교의 교육적 차원에서는 연령대에 맞춘 체계적인 성·젠더 교육의 일환으로서 ‘포괄적 성교육’의 전면적 시행이 요구된다. 특히, 딥페이크 성범죄 맞춤 교육과 체험형 미디어 리터 러시 교육을 통하여 딥페이크 성범죄의 수법과 고유의 특성을 이해시키고 그 위험 성을 체감하게 하는 과정이 필요하다. 다음으로 부모 대상 교육 프로그램을 발굴하 고 운영함으로써 가정에서의 디지털 성범죄 도움 기관에 대한 인식을 높이고 건전 한 인터넷 이용 환경을 조성하게 한다. 이와 함께 사회적 차원에서는 인터넷이나 SNS를 통하여 청소년이 친숙함을 느낄 수 있는 공익광고 및 캠페인을 시행하여야 한다. 이로써 딥페이크 성범죄에 대한 초기 대처의 중요성과 디지털 범죄의 심각성 에 관한 인식의 제고가 가능할 것이다. 그리고 가해 청소년에 대한 교육을 강화하 여 청소년의 성인지 능력과 자기 통제력, 공감 능력을 갖출 수 있도록 가정과 사회 가 선도하는 제도의 구축이 필요하다. 무엇보다도 국가와 사회에는 가해 청소년의 처벌강화가 답이라는 징벌적 사고에서 벗어나, 회복적 사법 원리를 기반으로 청소 년 교육과 선도를 통한 예방에의 집중이 근본적·실효적 대응이라는 인식의 전환이 요구된다.
