The system of the graduate education at the international level has begun to discuss since the 5․31 educational reform in 1995. In such a process of internationalizing the graduate education a variety of conflicts between the constituents of the graduate, the graduates, and the nations can be invoked. This study is to recognize various conflicts at the graduate and the national levels as political things, to draw political issues from the things at the levels, to clarify their causes and processes, and to explore conclusions for resolving the issues. For the purpose this study first defines the concept of internationalizing the graduate education. After diagnosing the current conditions and problems of its internationalization at the graduate and policy levels then, this study analyzes some political issues caused by the internationalization at the institutional and national levels. For a desirable internationalization of the graduate education we need the government's strategic and systematic plans for implementing policy tasks, and the graduate institution's self-renewal through its reflection started from individual professors.

1995년 5․31 교육개혁 이후 국제적인 수준의 대학원 체제에 대한 논의가 본격적으로 논의되기 시작하였다. 이러한 대학원의 국제화 과정에서는 여러 가지 이해관계 및 관심의 차이에 따라 구성원, 기관 및 국가 간의 갈등이 유발될 수 있다. 본 연구에서는 대학원의 교육방식을 국제적인 수준으로 변환하는 과정에서 발생하는 기관차원 및 국가차원의 갈등을 일종의 정치적인 문제로 인식하고 각 차원에서 발생한 정치적 문제들을 쟁점으로 도출해 내어 원인 및 진행경과를 명확하게 하여 쟁점 해소를 위한 결론을 탐색하고자 하였다. 우선 대학원 교육의 국제화의 개념을 정의한 후, 정책 및 대학원 수준에서의 대학원 교육 국제화의 현황과 문제점을 진단하고 국제화에 따른 정치적 쟁점을 국가수준과 기관수준에서 살펴보았다. 대학원 교육의 국제화가 바람직하게 진행되기 위해서는 정부의 전략적이고 체계적인 대학원 제도 개선 과제들의 추진과 아울러 대학교수로부터 비롯된 대학원 스스로의 반성과 성찰을 통한 자기혁신이 이루어져야할 것이다.
