The purpose of this research is to analyze the revising process of Local Education Autonomy Act in Roh Moo-hyun government in order to reveal the characteristics. It account for variation in the ways issues get on the agenda and in rate of success at achieving agenda status. For this purpose, the research focuses the process of revising the act, the ways in which various subgroups become aware of and participate in, and the issues of political conflicts. The revising precess is described by the R. Cobb's mobilization model as one of the agenda-building model. It describes the process of agenda building in situations where political leaders initiate a policy, but require the support of the mass public for its implication. Announcement of revising the act automatically places an issue on the formal agenda. Because it has been initiate by Presidential Committee on Government Innovation Decentralization, and the act is proposed by members of the National Assembly. It means that the governmental decision making is done, and the crucial problem is to move the issue from the formal agenda to the public agenda. The key topic of revising process is integrating local board of education into local council, and introducing direct election of superintendent. Unfortunately, the act is not welcomed by local educational administration. the act smells of much political bargaining without educational consideration.

교육정책은 수많은 교육문제 중 정부의 공식적인 해결을 필요로 하는 의제로 (decision-making agenda)로 설정되는 시기부터 다양한 집단이 영향력을 행사하는 역동적인 정치과정이다. 노무현 정부의 지방교육자치제도 개편은 지방분권 정책의 일환으로 개편과정의 의제형성단계부터 다양한 집단이 참여하여 그들의 입장이 공식의제로 채택되도록 영향력을 행사한 사례이다. 따라서 본 연구에서는 노무현 정부의 교육정책 사례중 이슈가 된 『지방교육자치에 관한 법률』개정과 관련해 의제형성과정과 정책결정과정을 살펴보고 각 단계별로 관련 이해집단의 쟁점을 비교분석하여 이후 정책결정에 참고가 될 수 있는 시사점을 도출하고자 하였다. 법률개정에 관한 주요 쟁점사안은 교육위원회의 시․도의회로의 흡수 일원화, 교육감 직선제이다. 이에 대해 관련 이해집단 중 교육계와 지방자치단체는 아직도 적극적인 수용을 하지 않고 있다. 이러한 원인인 정책결정과정에 관련 집단의 민주적 참여 제한, 정부정책안의 논리성 결여, 충분한 공론화 과정 부족으로 나타났다.
