This paper is intended to examine the performance of the English Teacher-Aide Program in Gyeonggi Province related to educational partnership between local governments to promote local educational developments. Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors to effectively deal with the local education issues. Since 2003, Gyeonggi Province, the local government, has developed and supported the educational-supporting program, including the English Teacher-Aide Program, with a cooperation with Gyeonggi Province Office of Education, the local education authority. The purpose of this study is to identify performance management of the English Teacher-Aide Program in Gyeonggi Province and to suggest policy directions for the local government to develope in the near future by examining trends and current status of the program. On the basis of analysis, several policy alternatives can be suggested. This study proposes, first of all, that an ordinance to stabilize the educational-supporting program should include budget, distribution, the regulations. Secondly, the education autonomy system should be implemented and work together with the cooperation of local government by adopting educational coordinator system. Thirdly, the recruiting system to take a good English Teacher-Aide should be established.

중앙정부의 공교육 내실화를 통한 영어교육활성화 대책 등이 수립․추진되는 가운데 경기도는 전국 최초로 2003년부터 지방자치단체 수준에서 외국어교육 활성화를 위하여 원어민보조교사 지원사업을 추진하여왔다. 이에 본 연구에서는 경기도 원어민보조교사 지원사업의 성과와 향후 과제를 고찰하는데 그 목적을 두었다. 본 사업은 세계화, 정보화 시대에 영어 사교육비, 조기유학 등으로 인한 막대한 외화손실을 막고 도내 초․중․고교생의 영어 의사소통능력을 향상시키고, 외국어 친화적 환경을 조성하는 성과를 거두었지만, 원어민보조교사 배치 확대의 문제, 우수한 교사 확보의 문제가 지적되고 있다. 향후 과제로 「경기도 교육지원 조례」에 교육지원사업의 지원규모, 기관별 분담규모, 예산관리 등의 내용을 구체적으로 추가할 필요성, 교육기획 기능을 강화하기 위한 교육기획관제도 도입, 그리고 우수한 원어민보조교사 확보를 위한 안정적인 고용채널 구축 등이 제시되었다.
