The improve&operation type private investment method was introduced as a new project promotion method in the revised ‘Basic Plan for Private Investment Projects’ in 2022. However, due to the nature of the railroad project, it is difficult to propose new private investment projects, such as high cost and uncertainty for project proposals, large-scale cost, publicity of fares, and low profit structure with low business feasibility due to high operating cost. To compensate for this, the Ministry of Land, Infrastructure and Transport (MOLIT) announced the ‘Railway Regulation Improvement Plan’ in 2023 and reflected the contents in the ‘Business Procedure Guidelines for Private Investment Project Proposals’. The gist of the revision of the guidelines was to introduce a business intention system to reduce the cost and uncertainty of the project proposal, and to improve the profit structure of the project by enabling creative transformation of the standard route. However, among the measures to improve railway regulations, specific guidelines for proposing a business method using existing routes have not been prepared. In this text, we would like to present issues and standards for improved operational private investment methods that can propose projects using existing railway lines, which are existing infrastructure.

개량운영형 민간투자방식은 2022년 개정된 민간투자사업기본계획(기획재정부 공고 제2022-123호)에 새로운 사업추 진방식으로 도입되었다. 그러나 철도사업의 특성상 사업제안에 대한 비용과 불확실성이 높고 대규모 비용투입, 운임의 공공성과 높은 운영비로 인한 사업성이 낮은 수익구조 등 신규 민자사업 제안에 어려움이 있는 것이 사실이다. 이를 보완하기 위해 국토교통부는 지난 2023년 철도규제개선방안을 발표하고 민간투자사업 제안에 대한 업무처리지침에 그 내용을 반영하였다. 지침 개정의 요지는 사업제안에 대한 비용과 불확실성을 줄이고자 사업의향서 제도를 도입하였 고, 기준노선에 대한 창의적 변형이 가능케 하여 사업의 수익구조를 개선하는데 있다. 그러나 철도규제개선 방안 중 기존노선을 활용하는 사업방식 제안을 위한 지침은 마련되지 않은 실정이다. 본문에서는 기존 사회기반시설인 기존 철도노선을 활용하여 사업을 제안할 수 있는 개량운영형 민간투자방식과 관련한 예상되는 쟁점과 세부기준을 제시한다.
