The operation evaluation system is in effect every year to secure the publicity and operational efficiency of the private highway project. The operation evaluation system can comprehensively supervise the level of maintenance by checking the operation and normal performance of private roads, and as a result, it is leading to various achievements in the safety and convenience sectors. It is analyzed that the number of traffic accidents on private highways in 2019 decreased by about 20% from 6.62 cases/billion km to 5.23 cases/billion km in 2021, and road kill accidents also decreased significantly from 0.96 cases/km to 0.45 cases/km. In the field of traffic accident prevention and response capability, the dispatch time in case of an unexpected situation on the road was evaluated, and it was found that it decreased by about 1 minute from the level of 8 minutes 41 seconds in the past to the level of 7 minutes and 44 seconds. User satisfaction of the private highway was 80 points. In order for the operation evaluation system to have a fairer and more effective evaluation system, continuous revision research is needed. As each private highway has various characteristics between routes, it is necessary to reflect these differences, and it is judged that evaluation indicators should be diversified to realize a safe and convenient road environment. Currently, the private highway is 1,000km long and is an important facility in Korea's road network, so the need for an operation evaluation system is expected to increase further, and the usability of evaluation results should be improved accordingly.

우리나라는 민자고속도로 사업의 공공성 및 운영 효율성 확보를 위해 운영평가 제도를 매 년 시행 중에 있다. 운영평가 제도는 민자도로 운영과정상의 실적을 점검하여 유지관리 수준 을 종합적으로 감독할 수 있다는데 큰 의의가 있으며, 그 결과 안전 및 편의부문에 다양한 성 과로 이어지고 있다. 민자고속도로의 2019년 교통사고 건수는 6.62건/억대km에서 2021년 에는 5.23건/억대km로 약 20% 감소한 것으로 분석되며, 도로의 로드킬 사고 또한 0.96건 /km에서 0.45건/km로 대폭 감소한 것으로 분석된다. 교통사고 예방 및 대응 능력 부문에서 는 도로에서의 돌발상황 발생시 출동 시간을 평가하는데 과거 8분 41초 수준에서 7분 44초 수준으로 약 1분 정도 감소한 것으로 나타났다. 민자고속도로의 이용자 만족도는 재정고속도 로와 유사한 수준인 80점으로 나타났다. 운영평가 제도가 더욱 공정하고 실효성있는 평가체 계를 갖추기 위해서는 지속적인 개정 연구가 필요해 보인다. 각 민자고속도로는 노선간 특성 이 다양함에 따라 이러한 차이점을 반영할 필요가 있고, 안전하고 편리한 도로환경 구현을 위 해 평가지표의 다양화가 이루어져야 할 것으로 판단된다. 현재 민자고속도로는 1,000km에 달하고 있으며, 우리나라 간선도로망의 중요 시설로 자리잡고 있으므로 운영평가 제도의 필요 성이 더욱 높아질 것으로 예상되며, 그에 따라 평가결과의 활용성 또한 제고되어야 할 것으로 판단된다.
