The benefit-cost ratio (B/C ratio) value plays an important role in decision- making of infrastructure investment policy as a result of the economic feasibility study. However, it is very difficult to include all items for benefit in B/C ratio and there is also difficulty in converting the benefit measurement unit into monetary unit. On the other hand, cost in B/C ratio can be estimated relatively accurately because all cost items could be found in past similar projects and the actual costs are available as data through experience. Therefore, it does not seem correct to interpret cost-to-benefit as an one-to-one equal comparison absolutely. In other words, this article raises questions about judging economic feasibility based on an absolute concept of the B/C value, which views the point as an absolute standard reference point where costs and benefits are equal such as the B/C value of 1. Therefore, this article proposes a way of determining economic feasibility using a relative concept of B/C that determines priorities among investment project candidates within each mode after finishing budget allocation by transportation mode.

예비타당성조사 중 경제적 타당성 분석의 결과로써 편익비용비(B/C ratio) 값은 투자 의사 결정하는데 중요한 역할을 한다. 하지만 B/C 지표 중 편익은 모든 항목을 포함하기 어렵다는 점과 편익 측정 단위를 금전적 단위로 전환하는데 어려움이 있다. 반면에 비용은 과거 유사 사업에서 포함된 모든 비용 항목과 경험으로 축적된 실측 비용이 자료로 있어 상대적으로 정 확하게 추정할 수 있다. 따라서 비용 대비 편익을 1:1의 절대적 비교로 해석하는 것은 옳지 않다고 보인다. 즉 비용과 편익이 같게 되는 지점 즉 B/C값 1을 절대적 기준값으로 보는 절 대적 개념의 B/C값으로 경제성 여부를 판단하는 방식에 대해 이글은 의문을 제기하였다. 그 래서 본 글은 교통수단 영역별 예산 배정 후 각 영역 내의 투자 사업 후보 간의 투자우선순위 를 결정하는 상대적 개념으로 경제성 여부를 판단하는 방안을 제안하였다.
