This study attempted to suggest improvement directions by analyzing the policy status surrounding students from migrant backgrounds residing in Korea. As a result of the study, first, it was confirmed that the number of children from foreign families was steadily increasing, mainly in the area where foreigners live, and in the case of children from marriage immigrants in early 2006, they entered the period of growing into adults. Second, the policy for students from migrant backgrounds was divided into the Ministry of Education in charge of public education, the Ministry of Gender Equality and Family in charge of children and adolescents outside of school, and the Ministry of Justice in charge of managing the status of residence, so there was a lack of legal basis for cooperation between ministries. Third, except for the Seoul and Gyeonggi areas, local governments are mainly providing support for students from migrant backgrounds through the Ministry of Gender Equality and Family's Multicultural Family Support Center, making it difficult to say that the project reflecting the characteristics of the region is being carried out. Policy directions are suggested as follows. First, at the level of central administrative agency, it is necessary to clearly set the policy scope through a survey of students from migrant backgrounds and parents, and to seek policy goals and policy directions from a long-term perspective. Second, at the level of local governments, local education offices, youth-related organizations, and municipal and district offices should prepare ordinances suitable for the local situation to cooperate to establish a legal basis so that they can be integrated into local residents.

본 연구는 국내거주 이주배경학생을 둘러싼 정책 현황을 분석하여 개선방향을 제시 하고자 하였다. 이를 위해 국내에 거주하고 있는 이주배경학생의 현황을 분석하고 이 들을 지원하는 법적 근거와 주요 추진체계를 연구범위로 설정하였다. 그리고 외국인집 중 거주지역의 2024년 외국인정책 시행계획을 연구대상으로 하였다. 연구결과 첫째, 외국인집중거주 지역을 중심으로 외국인가정 자녀가 꾸준히 증가하고 있고 2006년부 터 정착한 결혼이민자 자녀는 성인으로 성장하는 시기에 접어든 것을 확인할 수 있었 다. 둘째, 이주배경학생에 대한 정책은 공교육을 담당하는 교육부, 학교 밖 아동·청소 년을 담당하는 여성가족부, 체류자격을 관리하는 법무부로 구분되는데, 부처간 협력할 수 있는 법적근거가 부족하였다. 셋째, 서울, 경기지역을 제외하면 지방자치단체의 경 우 주로 여성가족부의 ‘다문화가족지원센터’를 통해 이주배경학생에 대한 지원이 이루 어지고 있어 지역의 특색을 반영한 사업이 진행되고 있다고 보기는 힘들었다. 이상의 정책분석을 통해 이주배경학생에 대한 정책방향을 제언하면 다음과 같다. 첫째, 중앙 행정기관 차원에서는 이주배경학생과 부모에 대한 실태조사를 통해 정책범위를 명확 히 설정하고 장기적인 관점에서 정책목표와 정책방향을 모색해야 한다. 둘째, 지방자 치단체 차원에서는 지역의 실정에 맞는 조례를 마련하여 지역 교육지원청 및 청소년 관련 기관과 협력하여 이들이 지역주민으로 통합될 수 있도록 법적 근거를 마련해야 한다.
