The purpose of this study is to analyze and diagnose the current Sejong City Act and the entire revision of the Sejong City Act proposed at the level of Sejong City, and to discover and propose new special cases that fit the status of Sejong City and its characteristics in terms of securing the status and self-sufficiency of Sejong City as the administrative capital. To this end, this study first analyzes the limitations of the current Sejong City Act and the entire revision of the Sejong City Act through the current situation diagnosis, and proposes a special case for the self-government system in order to practically secure the status of Sejong Special Self-Governing City. In addition, in order to strengthen the self-sufficiency function of Sejong City, the current government's national policy tasks and policy analysis and future vision of Sejong City were reviewed, and major strategic projects were derived through the opinions of the people in charge of each office and country, and expert opinions were collected, and new special cases for deregulation and industrial promotion were newly discovered and proposed for the corresponding industrial development. This study proposes to review the task force, operate a task force to work on legal provisions, and based on this, analyze government policies such as national policy tasks, analyze the performance of future strategic industries and existing industries in Sejong City, and review the future vision of Sejong City in order to prepare a strategy for the passage of the entire revision of the Sejong City Act in the plenary session of the National Assembly. In addition, it confirms strategic projects through a survey of policy demands of Sejong City companies and local residents of Eup, Myeon, and Dong, expert advice, and collection of departmental opinions, and proposes a plan to set development strategies and legislate special cases in parallel with the formation of subcommittees for each industry.

본 연구의 목적은 현행 세종시법과 세종시 차원에서 제안한 세종시법 전부개정안의 분 석과 진단을 통해 세종시가 행정수도로서의 지위, 자족기능 확보를 위한 측면에서 그 지 위와 특성에 맞는 특례를 새롭게 발굴·제안하는데 있다. 이를 위해 본 연구는 먼저 현황 진단을 통해 현행 세종시법과 세종시법 전부개정안의 한계를 분석하고, 세종특별자치시의 지위를 실질적으로 확보하기 위한 차원에서 자치제도 특례를 분석한다. 그리고 세종시의 자족기능을 강화하기 위하여 현 정부의 국정과제 및 정책분석, 세종시의 미래 비전을 검 토했으며, 실·국별 담당자 의견, 전문가 의견수렴 등을 통해 주요 전략사업을 도출하고 그 에 상응하는 산업발전을 위한 규제완화 및 산업진흥 특례를 새롭게 발굴·제시한다. 본 연 구는 특례의 법제화와 함께 세종시법 전부개정안이 국회 본회의에 통과되기 위한 전략을 마련하고자 전담조직 검토, 법조문화를 위한 TF 운영, 그리고 이를 바탕으로 국정과제 등 정부 정책분석, 세종시 미래전략 산업과 기존 산업 성과분석, 세종시의 미래비전을 검토해 특례대상 산업군을 도출할 것을 제안한다.
