This study attempted to consider the current status of the autonomous legislative power of local councils and suggest ways to strengthen them. Considering that the essential function of local councils in terms of the function of local councils is legislative institutions, the enactment and amendment of ordinances play a very important role in autonomous legislation. In particular, considering that the number of ordinances initiated by local council members is gradually increasing than the heads of local governments in metropolitan and basic councils, and that ordinances can affect the lives of local residents, self-governing legislative power should be strengthened. From this point of view, measures to strengthen local governments' autonomous legislative power through support from the National Assembly Secretariat are as follows. First, it is the operation of a program that allows you to present opinions and ask questions, such as checking violations of higher laws such as self-government laws. Second, legislative consulting on self-government laws, third, visiting self-government legislation support programs, and fourth, providing advice on specialized fields. Providing expert advice services in specific fields, etc. The service support method requires the establishment of an online platform that aired accessibility and speed, and the provision of the latest information on the proposal and the selection of excellent self-government laws and regulations to utilize casebooks (once a year), meetings and seminars, annual meetings, and workshops.

이 연구에서는 지방의회의 자치입법권의 현황을 고찰하고 이에 대한 강화방안을 제시 하고자 하였다. 지방의회의 기능적인 측면에서 지방의회의 본질적인 기능이 입법기관임을 고려한다면 자치입법 중 조례의 제정 및 개정은 매우 중요한 기능을 수행하고 있다 특히, 조례 경우 광역 및 기초의회 지방자치단체장보다 지방의원 발의하는 조례의 수가 점차 증가하고 있다는 점과 조례가 지역주민들의 삶에 영향을 줄 수 있다는 점을 고려한다면 자치입법권은 강화되어야 한다. 이러한 관점에서 국회사무처 지원을 통한 지방정부의 자 치입법권 강화방안을 제시하면 다음과 같다. 첫째, 자치법규 등 상위법 위반 체크 등의 의견제시와 질의할 수 있는 프로그램의 운영 이다. 둘째, 자치법규 입법 컨설팅, 셋째, 찾아가는 자치입법 지원 프로그램, 넷째, 전문 분 야 자문 제공. 특정 분야에 대한 전문가 자문 서비스 제공 등. 서비스 지원방법은 접근성 과 신속성을 방영한 온라인 플랫폼, 홈페이지 구축 등이 필요하며 입안에 대한 최신정보 제공 및 우수 자치법규를 선정하여 사례집 발간·배포(연 1회), 간담회 및 세미나, 연찬회, 워크숍 등을 활용하는 것이다.
