Since the late 1960s, with the rise of the new society movement, the medical model that viewed disability as a ‘malfunction’of the body or mind began to decline. Instead, the social model, which sees disability as a result of structural issues such as power relations or unequal environment, has emerged. This shift in perspective led to significant events, such as the UN declaring the Year of Disabled Persons in 1981, the establishment of the International Day of Disabled Persons in 1992, and the ratification of the Convention on the Rights of Persons with Disabilities in 2006. The enactment of the Disability Discrimination Act(2008) in South Korea also corresponds with this global trend and marks a significant development. Since then, the advancement of disability rights in the field of culture and the arts has accelerated with the establishment of the Korea Disability Arts & Culture Center in 2015 and the enactment of the ‘Support for Disability Artists’Act in 2020. Recently, several events including the revision of the Enforcement Decree of the Cultural Promotion Act in 2023 have led to a great expansion of interest in ‘disability accessibility,’ as well as in ‘accessibility managers’ as specialists to handle this area. However, systematic and scholarly research on accessibility managers has rarely been attempted. To address this, this study conducted a survey of experts who have actually carried out the role of accessibility managers. Collecting the voices of the people involved in key issues surrounding accessibility managers, such as the current state of domestic accessibility managers' activities, job definitions, qualities and expertise, employment types, training programs, and support policies, will provide an important foundation for future studies.

1960년대 말부터 신사회운동(new society movement)의 부상과 함께 장애를 개인의 신체나 정신의 ‘오작동’으로 바라보는 의료적 모델이 쇠락하고, 대신에 권력관계 및 불평등한 환경과 같은 사회구조적 문제로 해석하는 사회적 모델 이 대두되어왔다. 이러한 관점의 전환은 UN을 중심으로 1981년 장애인의 해 선포, 1992년 세계 장애인의 날 제정, 2006년 장애인권리협약 비준 등 굵직한 ‘사건’으로 이어졌다. 우리나라의 장애인차별금지법(2008) 역시 이러한 세계적 흐름과 조응하며 이루어진 발전이라고 할 수 있는바, 이후 서서히 진전되어오 던 문화예술 분야 장애인 권리 신장은 2015년 한국장애인문화예술원의 설립과 2020년 ‘장애예술인지원법’ 제정 이후 급속히 이루어지고 있다. 최근에는 문화 예술진흥법 시행령 개정, 문화체육관광부 장애인문화예술과 설치, ‘모두예술극 장’과 ‘모두미술공간’의 개관, ‘문화시설별 접근성 가이드’ 출간 등이 이어지면 서, ‘장애인 접근성’에 대한 관심이 크게 확산되고 있으며 이를 위한 전문 인력 으로서 ‘접근성 매니저’에 대한 관심도 높아지고 있다. 하지만 아직까지 접근성 매니저에 관한 체계적이고 학술적인 연구는 거의 시도된 바가 없다. 이러한 상 황을 타개하기 위해서 본 연구는 접근성 및 접근성 매니저에 대한 문헌 분석 을 기초로 실제 ‘접근성 매니저’ 역할을 해 온 전문가들을 대상으로 설문조사 를 진행했다. 국내 접근성 매니저들의 활동 현황, 직무 정의, 자질과 전문성, 고용 형태, 양성과정, 정책 대안 등 접근성 매니저를 둘러싼 주요 쟁점들에 관 해 당사자들의 생생한 목소리를 수렴하는 것은 향후 접근성 매니저 지원 정책 의 수립에 중요한 기반을 제공할 수 있을 것이다.
