This study aims to analyze the domestic and international terrorism environment and the driving forces behind counterterrorism changes in the New Normal era. It also seeks to propose strategic directions and countermeasures through a SWOT analysis of South Korea’s terrorism environment. The research methodology includes literature analysis, content analysis, and semi-structured in-depth surveys. A total of 15 experts from academia, research institutions, and relevant government agencies participated in the study. The solutions suggested through this study are as follows. First, as for the counter-terrorism strategies derived through SWOT analysis, first, the Strength-Opportunity (S-O) strategy requires expansion of international cooperation and utilization of advanced technologies to establish a national counter-terrorism integrated system. Second, in order to expand counter-terrorism policy capabilities with the Strength-Threat (S-T) strategy, strengthening of immigration control and surveillance systems, expansion of response capabilities through international cooperation, and establishment of surveillance and response systems based on advanced technologies will be required. Third, in order to strengthen international cooperation information capabilities with the Weakness-Opportunity (W-O) strategy, the international terrorism information sharing and analysis system should be strengthened and cooperation between related organizations should be promoted. Fourth, education and publicity, resolution of social conflicts, and establishment of a reporting system are essential to raise the public's awareness of terrorism through the Weakness-Threat (W-T) strategy. Meanwhile, As a response to the changes in counter-terrorism in the new normal era, it is necessary to enhance the cyber attack response system and strengthen the non-contact-based new type of terrorism response. In preparation for the increase in cyber attacks, it is necessary to establish an integrated terrorism response system, strengthen legal and institutional responses, and strengthen the technological defense system. In addition, in order to respond to the new type of terrorism threat due to the spread of the non-face-to-face paradigm, it is necessary to establish a government-level response system, analysis, and response strategy.

본 연구는 국내⋅외 테러 환경과 뉴노멀 시대의 대테러 변화 동인을 분석하고, 우리나라 의 대테러 환경에 관한 SWOT 분석을 통해 전략적 방향과 대테러 변화 동인 방안 제시를 목적으로 하였다. 연구 방법으로 문헌 분석, 내용 분석, 반구조화된 심층 설문을 활용하였 으며, 대테러 관련 학계, 연구계, 관계기관 전문가 등 총 15명을 대상으로 연구를 수행하였 다. 본 연구를 통한 방안을 제시하면 다음과 같다. 우선, SWOT 분석을 통해 도출된 대테러 전략으로는 첫째, 강점-기회(S-O) 전략으로 국가 대테러 통합시스템 구축 수립을 위해 국 제협력 확대 및 첨단 기술 활용이 필요할 것이다. 둘째, 강점-위협(S-T) 전략으로 대테러 정책 역량을 확충하기 위해 출입국 관리 및 감시 체계 강화, 국제 공조를 통한 대응 역량 확대, 첨단 기술 기반의 감시⋅대응 시스템 구축이 요구될 것이다. 셋째, 약점-기회(W-O) 전략으로 국제 공조 정보역량 강화를 위해 국제 테러 정보공유 및 분석 체계를 강화하고 관계기관 간 협력을 증진해야 할 것이다. 넷째, 약점-위협(W-T) 전략으로 국민의 테러 인식 제고를 위해 교육 및 홍보, 사회적 갈등 해소, 신고 시스템 구축이 필수적일 것이다. 한편, 뉴노멀 시대의 대테러 변화 동인의 대응 방안으로는 사이버공격 대응 시스템 고도 화와 비접촉 기반 신유형 테러 대응 강화가 요구된다. 사이버공격의 증가에 대비해 통합형 테러 대응 체계 마련, 법⋅제도적 대응과 기술적 방어 체계를 강화해야 할 것이다. 아울러, 비대면 패러다임 확산에 따른 신유형 테러 위협에 대비하기 위해 정부 차원의 대응 체계 정비, 분석 및 대응 전략을 마련해야 할 것이다.
