Local election is the ground rule for grassroots democracy since the leader of the region is directly elected by local residents and the issues and the interests of local residents are reflected directly in the election. The local election which had once been successfully held in the 1950s was in the end abolished under the authoritarian military regime. After the democratic reform in 1987, local autonomous system re-emerged together with the local election system to elect local councilors and the Heads of local governments. This paper introduce the Korean election model as well as its background and development of local election. In a word, this paper intends to explore the developing process and future of local election in the process of democratization in South Korea.
