Therefore, the purpose of this study is to present the direction of crisis management by analyzing the crisis management for system safety in terms of civil-military relations, focusing on the crisis response of civil-military actors when the new military intervenes in the film '12.12: THE DAY'. This study started from the consciousness of four problems, and the results of the study are as follows. First, the movie '12.12: THE DAY' attracted a lot of audiences because the movie is already communicating with the audience and the audience sympathizes with the perspective, perspective, and content that the movie intends to suggest. Second, as a result of analyzing the motives of the new military's political intervention, the 12.12 Military Insurrection could be evaluated as a military coup for the collective benefit of the Hana organizations including General Chun Doo-kwang. Third, only the commander of the Capital Security Command recognized the military revolt as a crisis situation and tried to respond strongly among the civil military actors during the 12.12 Military Insurrection. Fourth, the military should establish a civil control system, develop military professionalism, and strengthen professional education to develop professional ethics and crisis response for professional soldiers in order to improve the ability to manage the crisis for system safety. This study is meaningful in that it was the first to study and present the direction of development of crisis management in terms of civil-military relations based on film.

연구의 목적은 민군관계 면에서 체제 안전을 위한 위기관리에 관한 연구를 영화 ‘서울의 봄’에서 신군부의 정치개입 시 민군행위자의 위기대응을 중심으로 분석하여 위기관리의 발전 방향을 제시하는 데 있다. 본 연구는 네 가지 문제의식에서 출발하였으며, 연구 결과는 다음과 같다. 첫째, 영화 ‘서 울의 봄’에 많은 관객이 몰린 것은 그 영화가 이미 관객과 소통하고 있고 관객들이 영화가 시사하고자 하는 시각, 관점, 내용에 공감하고 있다는 것이다. 둘째, 신군부의 정치개입 동기를 분석한 결과 12.12사태는 전두광 장군을 비롯한 하나회 조직의 집단 이익을 위한 군사쿠 데타라고 평가할 수 있었다. 셋째, 12.12군사반란 시 민군행위자들 중 수도경비사령관만이 군사반란을 위기상황으로 인식하여 강력하게 대응하고자 하였다. 넷째, 군은 체제 안전에 대한 위기관리 능력을 향상시키기 위해 문민통제체제를 확립하고 군 전문직업주의를 정립하고, 직업군인에 대한 직업윤리와 위기대응을 발전시키기 위한 전문교육을 강화하여야 한다. 본 연구는 영화를 소재로 민군관계 면에서 위기관리의 발전방향을 최초로 연구하여 제시하 였다는 데 의의가 있다. 본 연구를 바탕으로 군은 문민통제체제를 확립한 가운데 군전문직업 주의를 정착시키고 체제를 위협하는 세력에 대한 위기대응 태세를 확립해야 할 것이다.
