The development of science and technology and changes in warfare patterns have led to a significant emphasis on cognitive warfare targeting human cognitive domains in the 21st century. In particular, authoritarian countries such as China and Russia are actively engaging in cognitive warfare against liberal democratic countries to achieve their strategic objectives. Considering security environment of South Korea as a neighboring country to China and Russia, and in confrontation with North Korea, research is needed to develop countermeasures against cognitive warfare. This study examined the cognitive warfare strategies of China and Russia in connection with their national strategies and foreign policies, which are the fundamental purposes of their cognitive warfare operations. Moving beyond merely recognizing the threat of cognitive warfare employed by authoritarian states, this research analyzed cases where democratic countries effectively responded to these offensives during both peacetime and wartime, deriving implications from these examples.

과학기술의 발달과 전쟁 수행 양상의 변화 등으로 인간의 인지 영역을 공략하는 인지전이 21세기 들어 크게 부각되었다. 특히 중국, 러시아 등 권위주의 국가들이 그들의 전략적 목 표 달성을 위해 자유민주주의 국가들을 대상으로 활발한 인지전을 전개 중이다. 이에, 중국 및 러시아의 주변국이자 북한과 대치중인 대한민국의 안보 환경을 고려한 對인지전 방안 마 련을 위한 연구가 필요한 상황이다. 이에 본 논문에서는 중국과 러시아가 인지전을 수행하 는 근본적인 목적인 국가전략 및 대외정책과 연계하여 인지전 수행전략을 살펴보았으며, 권 위주의 국가들이 구사하고 있는 인지전의 위협을 인식하는 단계를 넘어 전ㆍ평시 이들의 공 세에 효과적으로 대응했던 자유민주주의 국가들의 사례를 검토하며 시사점을 도출했다.
