This study employs text mining techniques to empirically analyze changes in research trends on the coast guard over time and explains significant shifts in research focus using the Punctuated Equilibrium Theory(PET). For this purpose, TF-IDF, LDA, and CONCOR analyses were conducted on the titles, publication years, and abstracts of 1,002 academic papers related to the coast guard, published between 2000 and 2024 on the RISS. The findings reveal that before 2015, research was primarily centered on the organizational structure of the coast guard and adaptations to maritime environmental changes. However, after 2015, there was a sharp transition toward topics such as accident prevention, emergency response, and safety education. This shift is interpreted as a response to external events, particularly the Sewol ferry disaster, aligning with the theoretical framework of PET. In recent years, research on the coast guard has remained stable, but the number of publications has declined. To foster more dynamic and systematic research, it is essential to broaden research topics by incorporating advancements in maritime technology, environmental and climate changes, and evolving security challenges.

본 연구는 텍스트마이닝 기법을 활용하여 해양경찰 연구의 시계열적 변화를 실증 적으로 분석하고, 그 과정에서 나타난 연구 주제의 급격한 변화양상을 단절적 균형 이론(Punctuated Equilibrium Theory)으로 설명한다. 이를 위해 2000년부터 2024년까 지 학술정보서비스(RISS)에 게재된 해양경찰 관련 국내 학술논문 1,002건의 제목, 발행 연도, 국문 초록을 대상으로 TF-IDF, LDA, CONCOR 분석을 실시하였다. 그 결과 2015년을 기준으로 이전에는 해양경찰 조직의 체계구축과 환경 변화에 대한 연 구가 점진적으로 발전하였으나, 2015년 이후에는 해양사고의 예방 및 대응과 안전 교 육으로 연구 중심이 급격히 전환되었음을 확인했다. 이는 세월호 참사라는 외부요인 에 기인한 것으로 해석되며 단절적 균형이론의 개념과 부합한다. 최근 해양경찰 연 구는 균형상태를 유지하고 있으며 연구의 발행 건수가 감소하였으므로 활발하고 체 계적인 연구를 위해서는 첨단 과학기술의 발전, 해양환경·기후 변화 등에 발맞추어 지속적인 연구 주제의 확장이 필요하다.
