With increasing urbanization and high-rise buildings, the complexity of fire response operations has also grown, highlighting the necessity of an effective fire scene command system. This study aims to analyze domestic and international fire scene command systems and derive strategies for efficient resource mobilization and management. In South Korea, fire organizations operate under the Fire Prevention Act and the National Fire Safety Code(NFSC), with the adoption of the Incident Command System(ICS) to enhance cooperation among emergency response and support agencies. However, practical operational challenges remain, necessitating improvements in command system effectiveness. This study examines cases such as the Phoenix Fire Department’s command procedures in the United States and the incident command system in the United Kingdom to propose improvements for the domestic fire response system. The study results suggest several key strategies for improving the fire scene command system. First, continuous education and training programs must be implemented to strengthen the capabilities of incident commanders. Second, standardized command procedures and decision-making models should be introduced to enable rapid and systematic fire response. Third, the role of the first-arriving officer should be clarified, and command transfer protocols must be systematized. Fourth, an efficient resource management model should be established, including the activation of the Rapid Intervention Team(RIT) and a two-in/two-out personnel management system. Lastly, optimizing the information and communication system is essential for enhancing overall field response efficiency. In conclusion, improving the fire scene command system is critical for ensuring faster and more effective fire response operations while safeguarding the safety of on-site personnel. The proposed improvement measures in this study are expected to contribute to a more structured and efficient fire response system when applied in practice.

도시화가 가속화되고 건축물 고층화로 인해 대형 화재 발생 시 대응의 복잡성이 증가하고 있으며, 효과적 인 화재 현장 지휘체계의 구축이 필수적이다. 화재 현장에서의 효과적인 대응체계를 마련하기 위한 다양한 접근이 있어 왔지만, 이 연구는 초기대응의 중요성과 지휘관의 역할에 초점을 맞추어 논의를 전개하였다. 국내에서는 ｢화재의 예방 및 안전관리에 관한 법률(이하 화재예방법)｣ 및 국가화재안전기준(NFSC)에 따라 소방 조직이 운영되고 있으며, 표준현장지휘체계(ICS)를 도입하여 긴급구조기관 및 지원기관 간 협력 을 강화하고 있다. 그러나 실질적인 운영 과정에서의 문제점이 존재하며, 지휘체계의 효과적 운용을 위한 보완이 필요하다. 따라서 화재 현장 지휘체계의 실태를 분석하고, 효율적 자원동원 및 관리 방안을 도출하는 것을 목적으로 한다. 실질적인 운영 과정에서의 문제점을 도출하기 위해 국내에서 발생한 주요 발생 사례를 비교ㆍ분석하여 화재 대응체계의 개선방안을 제시하고자 하였다. 2016∼2022년에 국내에서 발생한 4건의 대형 화재사건 (물류창고 신축공사장 화재, 물류센터 화재, 충격완화 시트지 생산공장 화재, 개인택시정비센터 화재)의 실태를 살펴보고, 공통적인 문제점을 도출한 후, 화재 현장 지휘체계 개선을 위한 정책적 방향성을 제시하고 자 하였다. 연구 결과, 화재 현장 지휘체계 개선을 위해서는 첫째, 현장지휘관의 역량 강화를 위한 지속적 교육과 훈련이 필요하다. 둘째, 표준화된 지휘 절차 및 의사결정 모델을 도입하여 신속한 현장 대응이 가능하도록 해야 한다. 셋째, 선착대장의 역할을 명확히 하고, 지휘권 이양 절차를 체계화해야 한다. 넷째, 자원의 효율적 배치를 위한 자원관리 모델을 구축하고, 신속동료구조팀(RIT) 및 2인 1조 대원관리체계를 강화해야 한다. 다섯째, 정보통신체계의 효율적 운영을 통해 현장 대응력을 높여야 한다. 결론적으로, 화재 현장 지휘체계의 개선은 화재 대응의 신속성과 효율성을 높이고, 현장 대원의 안전을 보호하는데 필수적인 요소이다. 본 연구에서 제안한 개선방안이 실무에 적용될 경우 보다 체계적이고 효과적인 화재 대응이 가능할 것으로 기대된다.
