Despite the police’s great efforts to ensure the safety of victims, as serious incidents continue to occur, there are growing calls for the improvement of the crime risk assessment that is the basis for police safety measures, along with criticism of the effectiveness of police safety measures. However, the formats of the checklists currently used for risk assessments are different, causing confusion in the field police risk assessments. Therefore, this study compared and analyzed risk assessment checklists for domestic violence, stalking, child abuse, emergency hospitalization, etc., to present a standard checklist model and suggest ways to improve effective risk assessments. The results of the study showed that the formats and application criteria of the current risk assessment checklists were different. In addition, the number of questions assessing risk was different, and it was confirmed that there was no ‘Not Confirmed’ provision on the response sheet. In addition, the assessment items were categorized into child abuse and emergency hospitalization, and the individual questions were simplified only for domestic violence. Therefore, in the future, the National Police Agency should first standardize the formats of various risk assessment checklists to reduce the confusion of field police. Based on the domestic violence checklist, the number of evaluation items should be adjusted to a total of 10, and the item responses should be divided into three categories: ‘Yes, No, Not Confirmed.’ Second, the risk assessment items should be categorized and simplified. Categorizing similar items and simplifying individual items can reduce errors in risk assessment and serve as the basis for a quick and reasonable assessment. Third, the police safety measure application criteria should be consistent. Different individual criteria should be set to ‘5 points’, and safety measures should be actively implemented when the score is higher than that. Lastly, the ‘Not Confirmed’ response to the risk assessment items should be given a score of ‘0.5 points’. ‘Not Confirmed’ should be differentiated from ‘No’ because there is potential risk, and this is to prevent the police on site from checking ‘Not Confirmed’ without sufficient confirmation.

경찰이 피해자에 대한 안전을 위해 많은 노력을 하고 있음에도 불구하고 연이어 중대한 사건들이 발생하 면서 경찰 안전조치의 실효성 지적과 함께 그 토대가 되는 범죄 위험성 평가의 개선을 요구하는 목소리도 높아지고 있다. 그러나 현행 위험성 평가에 활용되고 있는 체크리스트의 양식 등이 서로 달라서 현장 경찰의 위험성 평가에 혼란을 겪고 있다. 따라서 이 연구에서는 가정폭력, 스토킹, 아동학대, 응급입원 등 위험성 평가 체크리스트를 비교 분석하여 표준적인 체크리스트 모델을 제시하고 효과적인 위험성 평가의 개선방안을 제시하였다. 연구결과, 현행 위험성 평가 체크리스트의 형식과 적용 기준이 서로 상이한 것으로 나타났다. 또한 위험성을 평가하는 문항의 수도 차이가 있었으며, 응답표의 ‘확인안됨’ 규정이 없는 것도 확인되었다. 뿐만 아니라 평가 문항을 범주화한 것은 아동학대와 응급입원이며, 개별 문항을 간결화한 것은 가정폭력만 해당하였다. 그러므로 향후 경찰청에서는 첫째, 각종 위험성 평가 체크리스트의 형식을 통일하여 현장 경찰의 혼란을 줄여야 한다. 가정폭력 체크리스트를 기준으로 평가 문항 개수를 총 10개로 조정하고, 문항 응답을 ‘예, 아니오, 확인안됨’의 3가지로 구분하여야 한다. 둘째, 위험성 평가 문항의 범주화 및 간결화를 해야 한다. 유사 문항의 범주화 및 개별 문항의 간결화는 위험성 평가의 오류를 감소시키고 신속하고 합리적인 평가의 토대가 된다. 셋째, 경찰의 안전조치 적용 기준을 일치시켜야 한다. 상이한 개별 기준을 ‘5점’으로 설정하고, 그 이상인 경우에 안전조치를 적극 실시하도록 해야 한다. 마지막으로 위험성 평가 문항의 ‘확인안됨’ 응답에 점수를 ‘0.5점’ 부여해야 한다. ‘확인안됨’은 잠재적인 위험성이 있는 경우이므로 ‘아니오’와 차이를 두어야 하며, 현장 경찰이 충분한 확인 없이 ‘확인안됨’으로 체크하는 것을 방지하기 위해서이다.
