According to the 2022 roadmap, although the system of honorary industrial safety inspectors was mentioned as a means of expanding workers' responsibility and participation for occupational safety and health activities at workplace, there were no specific implementation plans for the appropriate work, personnel, and activity hours of honorary industrial safety inspectors. The honorary industrial safety inspectors system is important in terms of identifying and improving of risk factors at workplace from the perspective of workers. In this paper, we study the institutional support plan for the activation of the honorary industrial safety inspectors system as a means to establish the self-discipline prevention system in the workplace. For this study, the operation status, disaster status, and literature survey of honorary industrial safety inspectors were conducted. Based on the results of this study, the institutional support plan for the activation of the honorary industrial safety inspectors system is as follows. As a government support plan, it is necessary to secure the status of honorary industrial safety inspectors activity, to utilize the data, to activate the operation of the council, to expand the provision of safety and health education opportunities, and to communicate with the honorary industrial safety inspectors. With the support of employers, it seems necessary to support the activities of honorary industrial safety inspectors, secure the status of honorary industrial safety inspectors, and encourage active participation in risk assessment. In addition, it is necessary to measure the honorary industrial safety inspectors in order to ensure compliance with the obligation to prevent industrial accidents.

2022년 고용노동부의 로드맵에 따라 근로자의 안전보건 책임 및 참여 확대 방안으로 명예산업안전감독관 제도를 언급하였지만, 명예산업안전 감독관의 적정 업무･인력 및 활동 시간에 대한 구체적인 실행방안은 보 이지 않았다. 명예산업안전감독관 제도는 근로자의 입장에서 작업장 내 위험요인을 파악 및 개선할 수 있는 점에서 중요하다. 이번 논문에서는 현장에서 스스로 예방체계를 확립하기 위한 수단으로 명예산업안전감독 관 제도의 활성화를 위한 제도적 지원 방안에 관해 연구하였다. 이를 위 해 명예산업안전감독관의 운영실태, 운영에 따른 재해 현황 및 국내 문 헌조사를 실시하였다. 연구 결과를 토대로 명예산업안전감독관 제도의 활성화를 위한 제도적 지원 방안을 보면, 정부의 지원 방안으로 명예산 업안전감독관 활동의 위상 확보, 자료 활용방안, 협의회 운영의 활성화, 안전보건교육 기회의 우선적 제공을 확대 및 명예산업안전감독관 제도의 활성화를 위한 소통방안 개선이 필요하다. 또한 사업주의 지원으로 명예산업안전감독관의 활동 지원, 명예산업안전감독관의 위상 확보, 위 험성평가의 적극적 참여와 함께 산업재해예방의 의무이행 확보 수단으 로서의 명예산업안전감독관 활성화 방안이 필요하다.
