The purpose of this study is to explore the meaning of the experience of using after-school care institutions in caring for children by migrants. In this study, To this end, we selected G-gu, a densely populated area of immigrants in Seoul, as the research area, and conducted in-depth interviews with five immigrants who have children and have lived in Korea for more than 10 years. The results of the study revealed that social and institutional problems are at the root of the neglect of immigrant children. The characteristics of immigrants’ economic activities lead to neglect and maladjustment of their children, and to solve these problems, the participants entrust their children to after-school care facilities. Although children showed positive aspects such as improved sociality while using after-school care facilities, on the other hand, the problem of becoming dependent on the care facilities was confirmed. The results of this study suggest the need to prepare systematic countermeasures such as expanding after-school care institutions, strengthening employee capacity, revitalizing civic education, and strengthening school support systems in relation to after-school care and immigration policies.

본 연구에서는 이주민이 방과후 돌봄 기관을 이용하게 되는 배경의 맥락과 경 험의 의미를 살펴보고자 한다. 이를 위해 서울특별시의 이주민 밀집지역인 G구 를 연구 대상 지역으로 선정했으며, 이 중 자녀가 있고 한국에 거주한 지 10년 이상이 된 이주민 5명을 대상으로 심층면접을 실시하였다. 연구 결과 이주민 자 녀들이 방치되는 배경에는 사회적ㆍ제도적 문제가 자리 잡고 있었다. 이주민들 의 경제활동 특성은 자녀에 대한 방임과 자녀의 부적응으로 이어지고, 이러한 문제를 해결하기 위해 참여자들은 방과후 돌봄 기관에 자녀를 위탁한다. 자녀들 은 방과후 돌봄 기관을 이용하면서 사회성이 향상되는 등의 긍정적인 모습을 보였지만, 한편으로는 돌봄 기관에 의존하게 되는 문제도 확인되었다. 본 연구 결과는 방과후 돌봄 및 이민 정책과 관련하여 방과후 돌봄 기관 확충, 종사자 역량 강화 및 시민 교육 활성화, 학교 지지체계 강화 등 체계적인 대응책 마련 의 필요성을 시사한다.
