Recently, as legal and institutional changes related to access or accessibility for people with disabilities have been gaining momentum, the term ‘accessibility manager’ and related roles have rapidly emerged as points of interest in the cultural and artistic fields. In 2023, the Korea Employment Information Service introduced ‘accessibility manager’ as one of the new occupations, and the Korea Disability Arts and Culture Center’s recently published Accessibility Guide for Cultural Facilities also highlighted the concept and role of accessibility managers. However, even before this recognition, activists in the cultural and arts sector had been promoting accessibility practices under the title of ‘accessibility manager’ since around 2019– 2020. In the absence of a solid theoretical foundation or academic review, the need for training ‘accessibility managers’ as specialized professionals is being raised. Simultaneously, the potential of this role as a future-oriented occupation in the cultural and artistic fields is gaining attention. To address this situation, this study aims to examine existing literature on accessibility and accessibility manager to explore the role and scope of activities of accessibility managers. More importantly, thorough analyses on the in-depth interviews with activists, who have been addressing accessibility issues in South Korea, are presented to both identify and illuminate key issues that need to be considered for further expansion of accessibility practices. Based on the vivid voices of professionals who have worked as ‘accessibility managers,’ this study investigates the key topics surrounding ‘access/accessibility’ and the role of ‘accessibility managers,’ which have become focal points in recent cultural and policy discussions. The research findings emphasize that instead of prioritizing the independent development of ‘accessibility managers’ as individual professionals, it is more crucial to foster a shared understanding of accessibility and to establish a legal and institutional framework for accessibility practices within the broader category of ‘accessibility management.’ Finally, policy recommendations are proposed to support these efforts and ensure the continued spread of accessibility practices in South Korea’s cultural and arts sectors.

최근 장애인 접근성 관련 법·제도 변화가 확산되는 가운데, 문화예술계 현장에서는 ‘접근성 매니저’라는 용어 및 관련 직무에 관한 관심이 급속도로 부상하고 있다. 2023년 한국고용정보원은 ‘접근성 매니저’를 신직업 중 하나로 소개한 바 있으며, 한국장애인문화예술원이 최근 발간한 󰡔문화시설별 접근성가이드󰡕에 서도 ‘접근성 매니저’의 개념과 역할이 중요하게 언급되었다. 하지만 문화예술계 현장에서는 이미 2019-2020년부터 ‘접근성 매니저’라는 타이틀을 걸고 접근성 실천의 확산을 주도해 온 활동가들이 존재했 다. 이후 ‘접근성’에 관한 예술계의 관심이 급속히 상승하면서 접근성 매니저라는 용어는 접근성 PD, 접근성 디렉터, 접근성 코디네이터 등 다양한 용어와 함께 혼재되어 사용되어왔다. 이러한 현실에도 불구하고, 접근성 매니저의 개념, 역할 및 역량 등에 대한 종합적인 논의는 아직까지 분명하게 제시된 바가 없다. 즉, 뚜렷한 이론적 배경이나 학문적 검토가 부재한 상황에서, 한편으로는 전문인력으로서 ‘접근성 매니저’ 양성의 필요성이, 다른 한편으로는 문화예술계의 미래 신직업 관점에서 ‘접근성 매니저’의 전망이 강조되고 있는 것이다. 이러한 상황을 타개하기 위해서 본 연구는 접근성 및 접근성 매니저와 관련한 기존 문헌의 분석을 통해 접근성 매니저의 역할 및 활동에 관한 논의를 검토하고, 국내에서 활발하게 접근성 의제를 고민하고 실천해 온 ‘접근성 매니저’ 활동가들을 대상으로 심층 인터뷰를 진행하여 향후 접근성 실천 확산을 위해 고려해야 하는 주요 이슈들을 다각적으로 도출하고자 한다. 실제 ‘접근성 매니저’로 활동해온 전문가들 의 생생한 목소리를 바탕으로 최근 문화예술 현장 및 정책의 화두로 부상하고 있는 ‘접근성’ 및 ‘접근성 매니저’ 관련 쟁점을 파악하는 것은 중요한 의의가 있다. 연구 결과를 바탕으로, 결론부에서는 국내 문화예술 계 접근성 실천의 확산을 위해서는 ‘접근성 매니저’라는 용어의 뉘앙스에 담겨있는 독립적·개별적 ‘전문인 력’ 양성 그 자체보다는 ‘접근성 매니지먼트’라는 보다 포괄적인 범주 내에서 ‘접근성’에 대한 인식 공감 및 접근성 실천 토대를 위한 법·제도적 환경 조성이 시급함을 강조한다.
