Today, start-ups is attracting attention to promote national economic growth and job creation, and expectations are growing for technology start-ups with new industries and high added value. Accordingly, government-funded research institutes not only supply technology to industry and the private sector through research and development, but also contribute to the national economy through start-ups started by researchers who developed the technology themselves. However, although the number of researcher's start-ups is increasing, quantitative performance analysis is lacking. Therefore, the purpose of this study is to analyze changes in management efficiency for researcher's start-up in the ICT field and compare them by industry. As a result of the analysis, the researcher's start-ups showed a trend of continuous increase in management efficiency after establishment. This change in efficiency was due to environmental changes such as support, systems, and policies, and the internal capabilities of individual start-ups tended to decrease relatively. In addition, changes in the management efficiency of the researcher's start-ups were found to differ somewhat by industry. Management efficiency increased the most in the manufacturing industry, and in the case of professional, scientific, and service industries, it increased and then decreased again. These results suggest the need for a start-up support system within government- funded research institutes, and also mean that support that takes into account the characteristics of each industry is needed.

오늘날 국가 경제 성장과 일자리 창출을 도모하기 위해 창업이 주목받고 있으며, 특히 신산 업 및 부가가치가 높은 기술창업에 대한 기대가 커지고 있다. 이에 정부출연연구기관은 연구 개발을 통해 산업과 민간분야에 기술을 공급할 뿐만 아니라 기술을 직접 개발한 연구원이 창 업하는 연구원 창업을 통해 국가 경제에 기여하고 있다. 다만, 연구원 창업이 늘어나고 있음에 도 이에 대한 정량적인 성과분석은 미비하다. 이에 본 연구의 목적은 ICT 분야 연구원 창업기 업을 대상으로 경영효율성의 변화를 분석하고, 이를 산업별로 비교하는 것이다. 분석결과, 연구원 창업기업은 법인설립 이후 지속적으로 경영효율성이 증가하는 추세를 보였다. 이러한 효율성의 변화 요인은 지원, 제도, 정책 등 환경변화에 의한 것으로 개별 창업 기업 내부 역량은 상대적으로 감소하는 경향을 보였다. 또한, 연구원 창업기업의 경영효율성 변화는 산업별로 다소 차이가 있는 것으로 나타났다. 제조업이 가장 큰 폭으로 경영효율성이 증가하였으며 전문, 과학 및 서비스업의 경우 증가 후 다시 감소하였다. 이러한 결과는 연구기 관 내 창업지원 체계의 필요성을 시사하는 동시에 산업별 특성을 고려한 지원이 필요하다는 것을 의미한다.
