This study critically explores the dynamics of discourse construction and propagation in the context of South Korea’s National Pension Scheme (NPS) reform process, initiated in late 2022. It specifically interrogates the theoretical validity and empirical applicability of the dichotomous narratives encapsulated by the themes "Fiscal Sustainability" and "Old-age Income Security," which have polarized the discourse on pension reform. The analysis is structured as follows: to enhance accessibility, an overview is first provided of the NPS reform trajectory, including an outline of the existing system, the imperatives for reform, the stages of policy discourse, and the resulting reform proposal along with its attendant controversies. The study then delves into an examination of the discursive contestation over the 2024 reform proposal, employing media analysis of articles retrieved through the Korean Press Foundation’s KINDS database (www.kinds.or.kr). Within this discursive framework, the "Fiscal Sustainability Discourse" underscores concerns of intergenerational equity and the long-term viability of the NPS based on fiscal projections. In contrast, the "Old-age Income Security Discourse" argues for the alleviation of elderly poverty, the welfare function of the NPS, and the state’s duty to ensure a basic standard of living for seniors, supported by public sentiment expressed through deliberative forums. By analyzing the conceptual efficacy of fiscal sustainability and income security as paradigmatic lenses for understanding the objectives and operational rationale of South Korea’s NPS, this study assesses their utility in distinguishing and contextualizing the complexities inherent in public pension systems.

이 연구의 기획 의도는 22년 말부터 진행되어온 한국의 국민연금제도 개혁을 둘러싼 일련의 과정에 대한 검 토를 통해 소위 담론의 구축과 확산이 연금제도 개혁 과정에서 어떠한 역할을 했으며 “재정안정”vs “노후소득보장” 슬로건으로 대표되는 경쟁 담론 또는 이분법적 담론이 이론적 및 경험적 층위에서 어느 정도의 적절성을 갖는지 밝 혀보는 것에 있다. 담론은 언어와 실천을 통합하는 행위로서 대중에 대한 틀 지워진 말하기 방식이다. 담론이 사회변 동을 가능케 할 수 있는 힘은 담론의 현실규정 능력에 근거한다. 현실은 담론을 통해 구성(또는 재구성)되고 이를 통 해 대중은 현실에서 발생하고 있는 상황에 대한 규범적 판단을 내리게 된다. 담론이 수행하는 역할 중 가장 중요한 것은 언어 구조로서의 담론은 병렬적이고 상대적인 배치로 일견 보이나 많은 경우 경쟁 담론에 대한 도덕적 (normative) 우월관계를 암시하고 있다. 국민연금 개혁을 둘러싸고 경쟁하는 담론의 대표 개념으로서 재정안정과 노 후소득보장의 효용가치는 현재 한국의 국민연금 제도의 기능, 목표, 그리고 운영원리를 이해하기 위한 인식도구이며 그것의 효용가치는 복잡다단한 공적연금 제도를 이해하고 제도의 유형별 차이를 구분하는데 구체적인 수준에서 도움 을 줄 수 있는지 여부에 달려있다. 개념 자체의 현실적합성과 사회적 담론의 출발점으로서 개념이 수행하는 역할에 대한 비판적 검토가 필요한 이유는 개념 자체가 구체적 현실 인식에 적합하지 않으면 현실에 대한 왜곡된 인식을 초 래할 수 있기 때문이며 더 나아가 합리적 사회정책의 수립과 발전을 오히려 방해할 수 있기 때문이다.
