The intelligence police in Korea manage public safety risks, including the management of demonstrations and the collection of policy intelligence. Since 1945, the organization and system of intelligence police has been sustained, with intelligence police departments established within the National Police Agency, metropolitan or provincial police agencies, and police stations, and a division of labor in which the intelligence police are organized into departments responsible for ‘analysis,’ ‘situation,’ and ‘cooperation’ duties. However, in February 2024, the intelligence police underwent a major reorganization. This led to the establishment of 81 wide-area intelligence teams under the metropolitan or provincial police agencies, instead of abolishing the "Intelligence Division" in 76.1% of police stations nationwide. The spatial scope of intelligence activities for the wide-area intelligence teams has been integrated from the police station to the provincial police agency. At the individual level, the role of the wide-area intelligence officers has been broadened, such as collecting information (intelligence cooperation) and writing and distributing police intelligence reports (intelligence analysis or situation intelligence). While several approaches can be considered to develop the wide-area intelligence team system, this study focuses on the selection of wide-area intelligence officers and the education necessary to develop the capabilities of the selected officers. Using the widely adopted Analytic Hierarchy Process (AHP) to identify the priorities or preferences of alternatives in complex decision-making, the study analyzed the priorities of factors to be considered in the selection and education of wide-area police intelligence officers. As a result of the study, factors necessary for external intelligence activities, including field crisis response ability, were found to be of higher importance. This study aimed to provide implications for the development of the wide-area police intelligence team system and ultimately contribute to the realization of the public good by promoting social integration and advancing the development of intelligence police through the prevention and resolution of public conflicts, such as demonstrations.

정보경찰은 집회․시위 관리, 공공안녕에 대한 위험의 예방과 대응을 위한 정책정보 수집 등을 통해 ‘갈등공화국’으로 불리는 대한민국의 공공갈등 관리체계에서 고유한 역할을 담 당하고 있다. 1945년 창경 이래 경찰청, 시도경찰청(구 지방경찰청), 경찰서에 각각의 정보 경찰 부서를 두는 정보경찰 조직체계, 그리고 정보관이 내근과 외근으로 나뉘어 별개의 업무를 수행하는 분업체계가 유지되어 왔다. 그러나, 2024년 2월 정보경찰에는 전국 경찰 서 중 76.1%에 ‘정보과’를 폐지하면서 시도경찰청 소속의 81개 광역정보팀을 신설하는 큰 폭의 조직개편이 있었다. 광역정보팀은 정보활동의 공간적 범위가 경찰서 단위에서 시도경 찰청 단위로 광역화 되었고, 광역정보관 개인 차원에서 정보의 수집(외근활동)과 작성⋅배 포(내근활동)를 모두 수행하도록 업무영역이 통합화 되었다. 광역정보팀 체계의 발전 방향 은 여러 측면에서 고려될 수 있겠지만, 이 연구는 광역정보관의 선발, 그리고 선발된 광역 정보관의 역량을 키워내기 위한 교육에 주목하였다. 복잡한 의사결정에서 대안들의 우선순 위나 선호도 파악을 위해 널리 사용되고 있는 계층적 의사결정법(Analytic Hierarchy Process)을 활용하여 광역정보관 선발 및 교육에서 고려되어야 할 요인들의 우선순위를 분 석하였다. 연구결과 집회⋅시위 현장위기 대응능력을 비롯하여 종래 외근 정보활동에 필 요하다고 여겨진 요인들이 대체로 더 높은 중요도를 나타내었다. 이 연구는 광역정보팀 제도 발전에 시사점을 제공하고, 궁극적으로는 집회⋅시위 등 공공갈등의 예방과 해결을 통한 사회통합이라는 공공선 실현과 정보경찰 발전에도 기여하고자 하였다.
