The intelligence police have played a crucial role in ensuring public safety and protection. However, negative aspects of their activities have emerged, leading to a continuous call for reform. As part of institutional power reforms, the Moon Jae-in administration restricted the scope of intelligence police activities, amending relevant laws, such as the Police Officers' Duties Act in 2021, to ensure the legitimacy and legality of intelligence collection and activities. This study analyzes the background of past intelligence police reforms, selects relevant tasks, and proposes future developmental directions for the intelligence police post-reform, based on previous studies and expert opinions. Key improvement tasks for the future development of the intelligence police include restoring public trust and establishing legal grounds, restructuring the organization and training specialized personnel to respond to domestic and international changes, enhancing counter-terrorism intelligence activities, and establishing a dedicated domestic intelligence agency. The study details the results, future directions, and strategies for these improvements.

정보경찰은 국민 안전과 보호를 위해 중요한 역할을 수행해 왔지만, 그 활동과정에서 부정적인 측면이 부각되며 개혁의 필요성이 끊임없이 제기되었다. 문재인 정부는 권력기관 개혁의 일환으로 정보경찰의 활동 범위를 제한했으며 2021년 경찰관직무집행법 등 관련 법령을 개정하고, 정보경찰의 정보수집 및 활동의 정당성과 적법성을 확보하기 위한 대책 을 마련하였다. 본 연구는 그간 추진된 정보경찰 개혁의 배경을 분석하여 그 과제를 선정, 선행연구와 전문가 의견을 바탕으로 개혁 이후 정보경찰의 발전 방향을 제시하고 정책적 방안을 연구해보았다. 개혁 이후 정보경찰 미래 발전을 위한 주요 개선 과제로 정보경찰의 신뢰 회복과 법적 근거 마련, 국내외 변화에 대응하기 위한 조직의 재정비와 전문인력 양 성, 대테러 첩보 활동 활성화, 국내정보 전담기구 설치 등을 선정하고 이에 대한 결과도출 과 발전방향과 방안에 대해 기술하였다.
