The dialogue policing system, first introduced by the National Police Agency in 2018, has revolutionized the paradigm of assembly and demonstration management. By approaching demonstrators with dialogue rather than force at the scene of conflicts typically manifested in assemblies and demonstrations, the police have contributed to the peaceful management of such gatherings and improved the public's perception of the police, including that of assembly participants. In September 2023, the National Police Agency undertook a reorganization with the aim of strengthening public safety. A crime prevention-focused organization was established in all police stations, and over 9,000 additional patrol officers were secured. Organizational diagnosis and improvement efforts for high-cost, low-efficiency areas are also ongoing. Both inside and outside the organization, this has been evaluated as a “signal shot” for a police activity centered on prevention, which has reorganized the police system centered on police stations into a wider area. A notable feature of the reorganization of the National Police Agency is the introduction of a wide-area information system by integrating the information divisions of police stations at the provincial police agency level. This is the first time that information divisions of local police stations with relatively low demand for assemblies and demonstrations have been abolished and expanded to the provincial police agency level. Given this change in the wide-area information system, it is necessary to improve the dialogue policing system. This is because dialogue policing has clearly contributed to reducing social costs in the midst of pressing public conflicts. Based on in-depth interviews with dialogue policing experts, high-performing officers, and police officers from educational institutions affiliated with the Gyeonggi Southern Provincial Police Agency, this study examines the following: improving the dialogue policing pool, strengthening specialized education and introducing a certification system, and utilizing retired cooperative officers for dialogue policing in response to multicultural conflict situations.

지난 2018년 경찰청이 도입한 대화경찰은 집회시위 관리의 패러다임을 바꾸었다. 집회 시위로 대표되는 공공갈등의 표출현장에서 시위대에 대화로 다가서는 경찰의 모습은 평화 적 집회시위 관리는 물론, 경찰에 대한 국민과 집회참가자들의 인식을 개선하는데 기여한 다. 지난 2023년 9월 경찰청은 국민안전을 공고히 할 목적으로 조직재편을 단행했다. 모든 경찰관서에 범죄예방 전담 조직이 신설되었고, 순찰 인력이 9천여명 넘게 확보되었으며, 고비용⋅저효율 분야에 대한 조직진단과 개선노력은 현재도 진행 중이다. 조직 안팎에서 는 경찰서 중심의 치안 시스템을 광역적으로 재편한 ‘예방 중심 경찰 활동의 신호탄’이라는 평가이다. 경찰청 조직재편에서 눈에 띄는 것은 경찰서 정보과를 시도청에서 통합하여 광 역 단위로 운영하는 광역정보 체제 도입이다. 집회 시위 수요가 상대적으로 적은 일선 경 찰서 정보과를 과감히 폐지하고 지방청 소속으로 광역화한 것은 최초이다. 광역정보체제 변화에 따라서 대화경찰 제도 개선도 필요하다. 숨가뿐 공공갈등의 현장에서 대화경찰은 분명히 사회적 비용을 낮추고 있기 때문이다. 이와 관련, 경기남부경찰청 소속 대화경찰 전문가와 성과우수자, 교육기관 경찰관 등 심층면접(2024.8∼10월)을 통해서 수집한 연구 결과를 토대로 대화경찰 인력풀 개선, 전문 교육 강화 및 인증제 도입, 다문화 관련 갈등상 황에 대응하기 위해서 퇴사협력관의 활용 등 검토한다.
