This study aims to explore issues related to marginalized groups experiencing alienation in criminal justice systems by applying text mining techniques to performance management implementation plans from the National Police Agency and the Ministry of Justice in Korea. This study further examines the differences in policy orientations between these two institutions. Frequency analysis and TF-IDF analysis were conducted to identify the primary keywords and their relative importance for each criminal justice agency, while a co-occurrence keyword analysis was performed to investigate the policy contexts for specific marginalized groups. Moreover, LDA-based topic modeling identified 12 key topics for the National Police Agency and 9 for the Ministry of Justice, enabling a comparative analysis of their policy directions. The results revealed that the National Police Agency prioritizes on-site responsiveness and execution-oriented policies, whereas the Ministry of Justice emphasizes institutional stability and social integration. This study underscores the necessity of inter-agency collaboration to address the alienation of marginalized groups and proposes actionable recommendations for enhancing policy design and implementation. Additionally, it emphasizes the importance of equity and justice in criminal justice policies centered on marginalized populations, offering valuable insights for future research and policy practices.

본 연구는 경찰청과 법무부의 성과관리 시행계획 문서를 텍스트 마이닝 기법으로 분석 하여 형사정책에서 정책소외자와 관련된 주요 이슈를 파악하고, 두 기관의 정책적 차이를 비교하는 데 목적을 두었다. 이를 위해 빈도 분석 및 TF-IDF 분석을 통해 형사사법기관별 주요 키워드와 상대적 중요도를 도출하였으며, 정책소외자별 공동출현 키워드 분석을 통해 소외자의 정책적 맥락을 확인하였다. 더 나아가 LDA 기반 토픽 모델링을 활용하여 경찰청 과 법무부에서 각각 12개와 9개의 주요 토픽을 도출하고, 기관별 정책 방향을 비교 분석하 였다. 분석 결과, 경찰청은 현장 대응력 강화와 실행 중심의 정책을, 법무부는 제도적 안정 성과 사회적 통합을 중점적으로 추구하는 차이를 보였다. 본 연구는 정책소외자 보호를 위한 형사사법기관 간 협력 필요성을 강조하며, 정책 설계와 집행의 개선 방향을 제안한다. 또한, 본 연구는 정책소외자 중심의 형사정책이 가져야 할 형평성과 정의의 중요성을 환기 하며, 향후 연구와 정책적 실천에 있어 시사점을 제공한다.
