Based on the fraternal political theory from the Unification Thought principle of mutual prosperity, this study explores the qualitative decline of liberal democracy in relation to economic inequality. To function as a political system representing the people's will and based on popular sovereignty, liberal democracy must address economic inequality, which undermines constitutional equality among citizens. This study aims to analyze the mechanism by which socio-economic inequality translates into political inequality with a focus on political representation, accountability, and responsiveness. It proposes the Democracy Voucher system, first implemented in Seattle, USA, as an alternative. To achieve a good democracy, various institutional alternatives must be prepared alongside procedural and formal democracy to reduce economic inequality and attain substantial political equality among citizens.

이 연구는 통일사상의 공영주의가 제시하는 형제주의 정치이념을 바탕으로 자유 민주주의의 질적 퇴행을 경제적 불평등의 문제와 관련하여 분석한다. 자유민주주의 가 인민 주권에 기반하여 민의를 대변하는 정치체제로 작동하기 위해서는 무엇보다 사회 구성원들 간의 정치적 평등을 저해하는 경제적 불평등의 문제를 해결할 필요 가 있다. 이에 이 연구에서는 사회경제적 불평등이 정치적 불평등으로 전이되는 메 커니즘을 정치의 대표성, 책임성, 반응성을 토대로 자세히 분석하고, 그 대안으로 미 국 시애틀에서 최초로 시행되고 있는 민주주의 바우처 제도에 대해 소개한다. 아울 러 절차적, 형식적 민주주의를 넘어 좋은 민주주의를 실현하기 위해서는 시민들 간 의 정치적 평등이 실질적으로 구현될 수 있도록 경제적 불평등을 해소하는 다양한 제도적 차원의 대안이 마련되어야 함을 제안한다.
