This study aims to analyze the key challenges and issues faced during the process of continued participation in public senior employment programs, providing academic and practical implications for stable and sustainable program operation. To achieve this, data were collected and analyzed from seven participants engaged in public senior employment programs using questions based on Strauss and Corbin’s (1998) paradigm model, applying an inductive content analysis method. The findings revealed several major factors, including health issues and physical limitations due to aging, policy distrust, repetitive short-term contracts, complex application procedures, and difficulties in adapting to the workplace environment. Among these, a lack of policy support was identified as a central issue hindering continued participation. Participants highlighted insufficient compensation and welfare support, noting that these shortcomings negatively impact their willingness to participate and program sustainability. This study provides an in-depth analysis of the multifaceted factors that impede continued participation in public senior employment programs, underscoring the importance of policy improvements and practical strategies for enhancing program effectiveness.

본 연구는 공익형 노인일자리의 지속적 참여 과정에서 직면하는 주요 어려움과 문제를 분석하여, 안정적이고 지속 가능한 공익형 노인일자리 운영을 위한 학문적 및 실천적 시사점을 제시하는 것을 목적으로 한다. 이를 위해 공익형 노인일자 리에 참여 중인 7명을 대상으로 Strauss와 Corbin(1998)의 패러다임 모형에 기반한 질문을 통해 자료를 수집·분석하였으며, 귀납적 내용 분석 기법을 적용하였다. 연구 결과, 건강 문제와 고령에 따른 신체적 제약, 정책적 불신, 반복적 단기 계약, 복잡 한 신청 절차, 직장 환경 적응의 어려움 등이 주요 요인으로 나타났으며, 특히 정책적 지원 부족이 참여 지속의 중심적 문제로 확인되었다. 참여자들은 적절한 보상과 복지 지원의 부족을 지적하며, 이러한 미비점이 참여 의지와 지속 가능성에 부정적 영 향을 미치는 것으로 나타났다. 본 연구는 공익형 노인일자리 사업의 지속적 참여를 저해하는 복합적 요인을 심층적으로 분석 하여, 정책적 개선과 실천적 전략의 중요성을 조망하였다.
