Purpose : This paper analyzed how the relative importance and priority of the factors of the SME export support system differ by export scale. Through this, we hope that policymakers, government agencies, and various public institutions regarding the export support system for small and medium-sized enterprises will accurately understand the needs of small and medium-sized enterprises and implement a system that takes priorities into account, thereby providing practical assistance to the export activities of small and medium-sized enterprises in our country. Research design, data, methodology : This paper analyzed the relative importance and priority of the SME export support system by conducting AHP analysis by export scale targeting executives of companies on factors extracted through the Delphi survey. Based on the derived hierarchical model structure, the results of the research analysis were provided to the government and related organizations that can suggest improvement measures for the current SME export support system, thereby enabling them to efficiently operate and evaluate the SME export support system. Results : The results of the analysis of importance and priority by AHP measurement area are summarized as follows: First, in the 1st-tier measurement area, the relative importance and priority were export fund support, overseas expansion support, consulting support, and marketing support in that order, and export fund support was evaluated as the most important factor. Second, in the 2nd-tier measurement elements, the relative importance and priority were trade expert consulting, FTA utilization, overseas investment expansion consulting, and overseas expansion legal support in that order, and trade expert consulting was evaluated as the most important factor. In the export fund support element, export support vouchers, exchange rate fluctuation support, export credit, and export insurance were evaluated in that order. In the overseas expansion support element, international logistics support, overseas exhibition/fair participation support, customs clearance difficulty support, and buyer invitation export consultation meetings were evaluated in that order, and international logistics support was evaluated as the most important factor. In the marketing support element, online sales network entry, overseas search engine marketing support, global brand development, and online promotion were evaluated in that order. In the comprehensive evaluation, export support vouchers were confirmed as the first priority, while the second and third priorities were foreign exchange rate support and export financing, which were found to reflect the reality of small and medium-sized enterprises well.

본 논문은 기존의 선행연구들을 기준으로 하여 중소기업 수출지원제도 요인을 체계적으로 정리하고 분석하였다. 이러한 선행연구를 토대로 중소기업 수출지원제도 요인을 추출해 내고, 그 요인들을 전문가의 델파이 분석을 통해 구조화하여 하나의 계층모형을 만들었다. 즉, 논리적인 과정을 거쳐 중소기업 수출지원제도 요인에 관한 객관적 모형을 구조화하였다는 점에서 큰 의의를 들 수 있다. 또한, 본 논문은 델파이 조사를 통해 추출된 요인들을 기업체의 임원들을 대상으로 수출규모별 AHP 분석을 실시하여 중소기업 수출지원제도의 상대적 중요도와 우선순위가 어떻게 나타나는지를 분석하였다. 도출된 계층모형구조를 토대로 현재 중소기업 수출지원제도 개선방안을 제시할 수 있는 정부와 관련 기관에 연구의 분석결과 자료를 제공함으로써 중소기업 수출지원제도를 효율적으로 운영, 평가에 활용할 수 있도록 자료화하였다. 본 논문의 중소기업 수출지원제도 요인들의 상대적 중요도와 우선순위가 수출규모별로 어떻게 차이가 나타나는지를 분석하였다. 이를 통해 중소기업 수출지원제도에 관한 정책입안자나 정부기관, 각종 공공기관에서 중소기업의 요구(needs)를 정확하게 파악하고, 우선순위를 고려한 제도를 시행하여 우리나라 중소기업의 수출 활동에 실질적 도움이 되기를 기대한다.
