Ship accidents and human accidents in Korea are increasing every year, and accidents at sea are more dangerous than accidents on land, but they still have an inexperienced training structure according to various ship types, and there are cases where it is difficult to prepare for accidents due to training time, class differences, and lack of experience. In addition, detailed guidelines for dispatch are not presented according to the type of ship, so a detailed manual for dispatch is essential. Therefore, we intend to analyze the current status and status of marine accidents and prepare desirable training manuals and rules that are currently absent based on accident cases. In addition, by enacting applicable laws and related laws necessary for activities, we intend to find a way for the maritime police to operate safely in case of ship accidents and lifesaving. Based on the above problems, improvement measures were suggested. First, in the event of a maritime accident, it must be specified in detail through the introduction of related rules and applicable laws. Second, it is possible to protect the safety of the maritime police in the event of a life-saving and distress accident by reorganizing old equipment. Third, by preparing specialized education and training, it is necessary to respond quickly to maritime accidents by maintaining cooperative relationships rather than relying on private divers.

우리나라는 3면이 바다로 되어있어 해양에서 일어나는 선박사고와 인명사고는 매년 증가하고 있다. 바다에서 일어나는 사고는 육지에서 발생하는 사고보다 위험한 상황이지만, 여전히 다양한 선박 종류에 따른 미숙한 훈련구조를 가지고 있으며, 훈련시간이나 계급 차이 및 경험 부족으로 인해 사고에 대비하 기 어려운 경우 들이 발생한다. 또한 선박 종류에 따라 세분화 된 가이드라인 등이 제시되어 있지 않아 출동에 대한 구체적 매뉴얼이 반드시 필요한 실정이다. 이에 본 연구는 해양사고에 대한 현황과 실태를 분석하고 사고사례를 바탕으로 현재 부재중인 바람직한 훈련 매뉴얼과 규칙을 마련하고자 하였다. 해양 경찰에서 실시하고 있는 구조작업 중 문제점을 제시하여 인명구조 활동에 필요한 적용법조나 관련 법령 을 제정함으로써 해양경찰이 선박사고 및 인명구조 시 안전하게 활동할 수 있는 방법을 모색해보고자 하였다. 위와 같은 문제점을 바탕으로 개선방안을 제시하였는데 첫째, 해상사고 발생 시 관련 규칙 및 적용법조 도입을 통하여 구체적으로 명시하여야 한다. 둘째, 노후화된 장비의 재정비로 인명구조 및 조난사고 발생 시 위험성에 대비하여 해양경찰의 안전을 지킬 수 있다. 셋째, 전문화된 교육훈련을 마련 함으로써 민간잠수사들의 의존이 아닌 협력관계를 유지하여 해양사고에 발 빠르게 대응해야 할 것이다.
