This paper analyzes the effects of population aging on the productivities and employments in information and communication service industry during 1995∼2022 using auto-regressive distributed lag (ADL) model. For regression analysis, we set productivity and employment as dependent variables and estimated long-run population aging elasticities respectively. The key empirical findings are as follows. First, during recent twelve years, information and communication service industry showed more increasing productivities compared to whole and service industries. Second, the impacts of population aging on productivity in information and communication service industry showed positively and long-run population aging elasticity was estimated to be 0.24, meaning 1% increase of aging index leading to 0.24% increase in productivity. Third, population aging affected employments in information and communication service industry more positively relative to whole and service industries and long-run population aging elasticity was estimated to be 0.59, which means 1% increase of aging index leading to 0.59% increase in employments. It can be inferred that the reason of high aging elasticity in information and communication service industry compared to whole service sector is in that the production input ratio of skilled labor is relatively higher than one of unskilled labor. These findings are expected to provide a reference in designing and implementing employment policies of information and communication service in Korea.

본 논문은 디지털 융·복합 중추 산업인 정보통신 서비스 산업을 대상으로 고령화가 생산성과 고용에 주는 영향을 실증 분석하였다. 분석 결 과로 정보통신 서비스 산업은 전체 및 서비스 산업과 비교하면 자본집약도는 감소하고 있으나 총 요소생산성은 증가되어 온 것으로 나타났다. 고령화가 총 요소생산성에 주는 영향은 양(+)으로 추정되었으며 고령화의 생산성에 대한 장기 탄력성은 0.24로 추정되어 고령화 지수가 1% 증가하면 생산성은 0.24% 증가되는 것으로 나타났다. 고령화가 고용에 미친 영향은 양(+)으로 그리고 고용의 고령화에 대한 장기 탄력성은 0.59로 추정되어 고령화 지수의 1% 증가는 고용을 장기적으로 0.59% 증가시킴을 의미한다. 본 연구로부터 얻는 정책적 시사점은, 첫째, 생산성 향상을 위한 지원 정책이 필요하다. 특히 정보통신 서비스 산업 중 중장년층의 종사자 비 중이 큰 부문에 대해서는 새로운 정보통신 기술 활용과 교육 훈련 강화 등을 통해서 생산성을 향상시키고 또한 생산가능인구의 감소를 막기 위 해 고령층을 대상으로 직업훈련의 강화가 필요하다. 둘째, 향후 고령화로 인하여 정보통신 산업 부분별 노동시장의 수급에 관한 면밀한 분석을 통하여 수급 불균형에 대한 대응 방안의 모색이 필요하다. 셋째, 정보통신 서비스 산업 내에서 신·성장 분야를 발굴하고 지원하여 새로운 일자 리를 창출하는 정책 수립을 제안할 수 있다.
