Objectives As we reach the two-year milestone of the disposable cup deposit system, it is essential to assess the factors that either hinder or promote citizens’ participation. Methods This study explores the intention to return disposable cups through the Extended Theory of Planned Behavior. Alongside Attitude, Subjective Norm, and Perceived Behavioral Control, this research incorporates two distinct Korean variables: Chemyon Sensitivity and the relationship between the organization and the public regarding the Ministry of Environment. Results The findings reveal that Attitude, Subjective Norms, and Perceived Behavioral Control significantly and positively influence the intention to return disposable cups. Among these, Subjective Norms, Perceived Behavioral Control, and Attitude, in that order, exert the greatest impact on behavioral intention. While Chemyon Sensitivity did not exhibit a significant moderating effect, the relationship with the Ministry of Environment demonstrated a significant moderating effect between Subjective Norms and behavioral intention, as well as between Perceived Behavioral Control and behavioral intention. Conclusions These results indicate that the relationship with the Ministry of Environment may serve as a motivating factor for public participation in the deposit system, even when Subjective Norms and Perceived Behavioral Control are low.

연구목적 일회용컵 보증금제도가 시행된 지 2년 차가 된 지금, 시민들이 일회용컵 보증금제도를 이용하는 데에 어떤요인이 장애물이 되는지, 또 촉진제가 되는지 살펴볼 필요가 있다. 연구방법 이에 본 연구에서는 환경 행동과 관련하여 가장 활발하게 사용되는 ‘확장된 계획행동이론’으로 일회용컵 보증금제도 수행의도를 탐구하고자 했고, 한국인의 특질 변수인 ‘체면민감성’과 제도를 시행하는 환경부라는조직에 대한 평가인 ‘조직공중관계성’ 변수를 추가하여, 일회용컵 보증금제도 수행의도에 영향을 미치는 요소를 다각도로 살펴보고자 했다. 연구결과 태도, 주관적 규범, 지각된 행동통제는 모두 일회용컵 보증금제도 수행의도(사용한 일회용컵 반환)에 유의한정(+)의 영향을 미치는 것으로 나타났고, 그 중 주관적 규범, 지각된 행동통제, 태도 순서로 행동의도에 큰영향을 미치는 것으로 확인되었다. 한편, 체면민감성은 본 연구에서 유의미한 조절효과를 내지 못했으나, 환경부와의 조직공중관계성은 주관적 규범과 행동의도 사이에서, 지각된 행동통제와 행동의도 사이에서 유의미한 조절효과를 내는 것으로 확인되었다. 결론 및 함의 환경부와의 관계성은 주관적 규범과 지각된 행동통제가 낮을 때에도 보증금제도 수행을 이끄는 자극제가 될수 있음이 확인되었다.
