As the U.S.-China power competition intensifies and the war in Ukraine drags on, the United States is pursuing a national policy of strengthening defense industry cooperation with its allies. This cooperative environment presents a valuable opportunity to enhance technological capabilities and strengthen the competitiveness of the domestic defense industry through joint research and development (R&D) with the U.S. To effectively capitalize on this opportunity, it is necessary to plan joint R&D projects that can maximize the outcomes of this collaboration. This study identifies factors influencing the success of RoK-U.S. defense cooperation through a literature review and develops evaluation indicators for planning RoK-U.S. joint R&D projects, reflecting these factors. To achieve this, evaluation items were hierarchized using the axiomatic design methodology, and the suitability of the hierarchical structure of these evaluation items was verified through exploratory factor analysis. Finally, the AHP (Analytic Hierarchy Process) methodology was applied to derive the weights of each evaluation item, completing the development of evaluation indicators. While previous joint R&D projects were planned based on conceptual-level execution principles, this study systematically structured and quantified the evaluation items to ensure objectivity. Additionally, the evaluation indicators included concepts beyond traditional technological cooperation, such as test infrastructure, production bases, and defense supply chain cooperation. The evaluation indicators developed in this study can be effectively utilized to advance the Korea-U.S. defense cooperation system and strengthen the RoK-U.S. alliance.

미･중 간 패권 경쟁 심화와 우크라이나 전쟁이 장기화에 효과적으로 대응하기 위해 미국은 동맹국과의 방산 산업 협력을 강화하는 것을 국가 정책으로 추진하고 있다. 이러한 협력 환경은 미국과의 공동 연구개발(R&D)을 통해 기술력을 향상시키 고 국내 방산 산업의 경쟁력을 강화할 수 있는 좋은 기회이다. 이를 효과적으로 활용하기 위해서 협력 성과를 극대화할 수 있는 공동연구개발 과제를 기획할 필요가 있다. 본 연구에서는 문헌 검토를 통해 한-미 방산협력 성과에 영향을 미치는 요인 을 식별하고, 이를 반영한 한-미 공동연구개발 과제기획 평가지표를 개발했다. 이를 위해 공리적 설계 방법론을 통해 평가항 목을 계층화 하였으며, 탐색적 요인 분석을 통해 평가 항목에 대한 계층구조의 적합성을 검증했다. 마지막으로 AHP 방법론 을 적용하여 각 평가 항목의 가중치를 도출함으로써 평가지표 개발을 완료했다. 기존의 공동연구개발은 개념적 수준의 수행 원칙을 기준으로 과제를 기획하였으나, 본 연구는 평가 항목을 체계적으로 구조화하고 정량화하여 객관성을 확보했다. 또한, 전통적인 기술협력 개념을 넘어 시험 인프라, 생산 기반, 방산 공급망 협력 개념을 평가지표에 포함하였다. 본 연구에서 개발 한 평가지표는 한-미 방산협력 체계를 발전시키고, 한미 동맹을 발전시키는 데 효과적으로 활용할 수 있을 것이다.
