This paper proposes an improved approach to defense technology planning that enhances the linkage with the defense planning system, enabling a harmonious execution of technology-centric and capability-based planning. Based on the qualitative research methodology, this study derives its findings through analysis of relevant cases and data. To address the structural limitations of existing defense technology planning, the paper suggests a new approach that allows defense strategic technologies to complement future joint operational concepts from a technical perspective. This approach facilitates project planning for key and future disruptive defense technologies, contributing to the achievement of national defense policy and strategic goals. By integrating technology-centric and capability-based planning, this study highlights a strategic framework for preparing for future battlefield environments, setting it apart from previous research.

이 논문은 국방기술기획을 수행함에 있어 국방기획체계의 연계성을 강화하여 기술중심의 기획과 능력기반의 기획이 조화 롭게 수행될 수 있도록 하는 국방기술기획의 개선방안을 정성적 질적 연구 방법론에 기반하여, 관련 사례와 자료 분석을 통해 제시한다. 본 논문은 기존 국방기술기획이 가진 구조적 한계를 보완하기 위해 국방전략기술이 미래 합동작전개념을 기술적으 로 보완하도록 하여, 핵심 기술 및 미래 도전 국방 기술의 과제 기획이 국방정책 및 전략 목표 달성에 기여할 수 있는 새로운 접근법을 제시한다. 이는 기술중심 기획과 능력기반 기획을 조화롭게 통합하여, 미래 전장환경에 대비하는 전략적 기획을 가 능하게 한다는 점에서 기존 연구와 차별성을 가진다.
