The United States has proposed the third offset strategy as a game changer to counter the advancement of defense science and technology in China and Russia. Accordingly, the U.S. Army established the Futures Command in 2018 to integrate concepts and weapon system development and shorten the weapon system deployment period. Unlike the U.S. Army, the Korean Army does not acquire weapon systems by developing capabilities and specifying performance, but rather develops weapon systems according to the written requirements, making it difficult to change the performance of weapon systems according to changes in concepts. The purpose of the study is to analyze the US concept development system according to the advancement of advanced science and technology and to propose a ‘Korean concept development plan.’ The research focus is to recognize the difference between concept and doctrine, analyze the US Army’s concept development system process, and suggest problems and development plans for Korea’s combat development system. The research method was written by analyzing literature and educational history seminar materials. In conclusion, by presenting a Korean-style concept development plan through a case study of the US military’s concept writing process, it is expected to contribute to the direction of strengthening the army’s future combat power and to academic and practical aspects.

미국은 중국과 러시아의 국방과학기술 수준의 발전에 대응하기 위해서 3차 상쇄전략을 게임체인저로 제시하였다. 이에 따 라 미 육군은 2018년에 미래사령부를 창설하여 개념과 무기체계 개발을 통합하여 무기체계 전력화 기간을 단축하고 있다. 한국 육군은 미 육군처럼 능력을 발전시키면서 성능을 구체화하여 무기체계를 획득하는 것이 아니라, 작성된 소요제기서에 따라 무기체계를 개발하므로 개념 변화에 따른 무기체계의 성능을 변화하기는 어려운 실정이다. 연구 목적은 첨단과학기술 발전에 따라 미 개념발전체계를 분석하여 ‘한국형개념 발전 방안’을 제시하는 것이다. 연구 중점은 개념과 교리의 차이점을 인식하고, 미 육군의 개념발전체계 절차를 분석하여 한국의 전투발전체계의 문제점과 발전 방안을 제시하는 것이다. 연구 방 법은 문헌 연구와 교육사 세미나 자료를 분석하여 작성하였다. 결론적으로, 미군의 개념작성절차 사례분석을 통해서 한국형 개념발전방안을 제시함으로 육군의 미래 전투력 강화 방향성과 학문적, 실무적으로 기여할 것으로 예상된다.
