Unlike World Heritage Sites or Intangible Cultural Heritage, World Documentary Heritage is inherently limited in terms of promoting and utilizing the heritage itself. Documentary Heritage is an independent programme from the World Heritage, which is not managed or utilized under the UNESCO 1972 Convention. In the absence of comprehensive and systematic resources, such as books or websites introducing the Donghak Peasant Revolution Documentary Heritage, discussing globalization strategies may be somewhat premature. First, it is necessary to concretize a comprehensive plan on how to manage and utilize the Donghak Peasant Revolution Documentary Heritage as a World Heritage Site. Before advancing the development of this comprehensive plan, an initial step could involve building information on global platforms like Wikipedia. Unlike traditional books or websites, wikis allow for easy modification of information and can offer multilingual versions through translation. Additionally, it is essential to correct any errors and distortions regarding the Donghak Peasant Revolution within the wiki. There should be efforts to build information for globalization based on its content, target, and stakeholders, and to provide information to foreigners, overseas Koreans, and Korean Studies researchers. Collaboration with initiatives from the Ministry of Culture, Sports and Tourism, the Cultural Heritage Administration, and local governments should also be sought. Furthermore, it is important to strengthen the role of the Donghak Peasant Revolution Memorial Foundation.

세계유산이나 인류무형유산과 달리 세계기록유산은 특성상 유산 자체의 홍보와 활용은 제한적일 수밖에 없다. 세계기록유산인 동학농민혁명기록물을 종합적이고 체계적으로 소개하고 있는 도서나 누리집이 없는 상황에서 세계화 방안을 논하는 것은 성급한 면이 없지 않다. 세계기록유산인 동학농민혁명기록물을 어떻게 관리 활용할 것인지에 대한 종합계획 수립이 먼저 구체화할 필요가 있다. 종합계획 수립 추진에 앞서 수행할 수 있는 것은 위키피디아와 같은 글로벌 사이트 내 정보구축이다. 도서나 웹사이트 구축과 달리 위키는 정보의 수정이 용이하며, 번역을 통해 다국어 버전이 가능하다. 또한 위키 내 동학농민혁명에 대한 정보의 오류와 왜곡을 바로 잡아야 한다. 세계화 의 내용과 대상, 주체별로 세계화를 위한 정보의 구축, 외국인과 재외한국인, 한국학 연구자에게 정보의 제공, 문화체육관광부 및 국가유산청, 지자체 등의 사업과 연계 협력하는 방안을 모색하고, 동학농민혁명기념재단의 역할을 강화할 필요가 있다.
