Since the COVID-19 pandemic, it has become easier for Korean youth to learn how to deal and use drugs on the dark web and SNS. Not only is the purchase, use, and addiction of drugs increasing due to the spread of cheap new drugs, but the spread of drugs among youth is serious enough to directly participate in drug distribution. Against this backdrop, this study aimed to examine the characteristics, current status, and cases of recent youth drug abuse in Korea, and discuss countermeasures. This study was conducted using a literature research method through analysis of related academic research results, research reports, and statistical data. The results of the study show that effective preventive education for youth and those around them is necessary. Second, in the case of youth drug offenders, resocialization should be promoted through treatment-centered intervention rather than criminal punishment. Third, medical narcotics should be prevented from being overprescribed and easily illegally distributed. Fourth, with regard to the treatment and resocialization of youth drug offenders, the Juvenile Act should stipulate treatment and rehabilitation for juvenile drug addicts, and a pan-governmental response is required among relevant government agencies. Finally, the academic and policy implications of this study were discussed along with its limitations.

COVID-19 팬데믹 이후 우리나라 청소년은 다크웹‧SNS 마약거래･투약 방법의 습득이 용이해졌다. 저렴한 신종마약의 확산으로 인해서 마약의 구입･투약･중독이 증가되고 있을 뿐만 아니라, 직접 마약유통 에 가담할 정도로 청소년층에서의 마약확산은 심각하다. 이러한 배경 하에 이 연구에서는 최근 우리나라 청소년 마약류 남용의 특성 고찰, 실태 및 사례를 분석하고, 이에 대한 대응방안에 대해서 논의하고자 하였다. 이 연구를 위해서 관련 학술연구결과 및 연구보고서, 통계자료 분석을 통한 문헌연구방법으로 수행되었다. 연구결과, 첫째, 청소년 및 주변인에 대한 실효성 높은 예방교육이 필요하다. 둘째, 청소년 마약류 사범의 경우 형사처벌보다 치료중심의 개입으로 재사회화를 촉진해야 한다. 셋째, 의료용 마약류가 과다 처방되지 않고, 쉽게 불법으로 유통되지 않도록 원천적으로 차단되어야 한다. 넷째, 청소년 마약류 사범의 치료와 재사회화 관련하여 소년법에 마약류 중독 소년범에 대한 치료와 재활 규정하고 관련 유관 간 범정부차원의 대응이 요구된다. 끝으로 이 연구의 학술적･정책적 의의와 함께 연구의 한계에 대해서 논의하였다.
