This study is a basic study to identify 8 autonomous districts among 25 autonomous districts in Seoul that are implementing the youth participatory budget system, conduct an in-depth investigation into the operational status, and seek ways to introduce and activate the youth participatory budget system based on the analysis results. The analysis results show that, first, in terms of institutional foundation, two autonomous districts have enacted separate related ordinances, and five autonomous districts are assigning the role of participatory budget committees to existing youth participation organizations. Additionally, participatory budgeting schools are being operated in five autonomous districts. Second, in terms of the participation procedure, seven autonomous districts receive proposals for projects through an open competition, and after going through the review process of the participatory budget committee, the final decision is made through voting. Third, in terms of participation results, the number of cases reflected as official local government budget projects was confirmed to be 55 cases (51.4%) out of 107 applied projects. Based on the analysis results, an operational model in which the youth participation organization performs the role of the youth participation budget committee and an operational model centered on the youth participation budget subcommittee of the resident participation budget committee were presented. In addition, for the institutional establishment and activation of the youth participation budgeting system, it was suggested that there be a clear basis and separate budget allocation through ordinance, systematic and continuous support for strengthening the capacity of youth, and the publication and evaluation of a collection of excellent proposal project cases.

본 연구는 서울시 25개 자치구 중 청소년참여예산제를 시행하는 자치구 8곳을 파악한 후 운영현 황을 심층 조사하여, 분석결과를 토대로 청소년참여예산제의 도입과 활성화 방안을 모색하기 위한 기초 연구이다. 분석결과 첫째, 제도 기반 측면에서 관련 조례를 별도로 제정한 곳은 2개 자치구이 며, 5개 자치구는 기존의 청소년참여기구에 참여예산위원회 역할을 부여하고 있다. 또한 5개 자치구 에서 참여예산학교를 운영하고 있다. 둘째, 참여절차 측면에서 7개의 자치구가 열린 공모방식으로 사 업을 제안받아 참여예산위원회 심의절차를 거친 후 투표로 최종사업을 결정한다. 셋째, 참여결과 측 면에서 지자체 공식 예산사업으로 반영된 건수는 참여예산 신청 사업 107건 대비 55건(51.4%)으로 확인되었다. 분석결과를 토대로 청소년참여기구가 청소년참여예산위원회의 역할을 수행하는 운영모델과 주민 참여예산위원회 청소년참여예산 분과위원회 중심의 운영 모델을 제시하였다. 또한 청소년참여예산제 의 제도적 안착과 활성화를 위해 조례를 통한 명확한 근거 및 별도의 예산 책정, 청소년들의 역량강 화를 위한 체계적이고 지속적인 지원, 우수제안사업 사례집 발간 및 평가연구를 제언하였다.
