In recent years, as intergovernmental aid has decreased significantly, the Fiscal Stabilization Fund plays a significant role as a financial buffer for local governments to mitigate these fiscal shocks. However, there are still some local governments that have not established or are not operating the Fiscal Stabilization Fund. Thus, this study investigates the determinants of the introduction of the Fiscal Stabilization Fund in 226 local governments in Korea over the period from 2015 to 2023. In addition, a policy diffusion model was used in this process, and the introduction of the fund was divided into the establishment and operation as dependent variables. Using a discrete-time event-history analysis, this study found that the vertical diffusion factors: central government-level legal basis and horizontal diffusion factors: introduction of the fund by neighboring local governments had a positive effect on the likelihood of local governments establishing or operating a Fiscal Stabilization Fund. In addition, financial factors: scale of occurrence of fiscal slack, political factors: monitoring by the local council, social factors: occurrence of large-scale disasters, and internal policy learning factors: experience with the introduction of similar funds were found to have a positive effect as internal determinants. From these findings, this study reaffirms the usefulness of the policy diffusion model, which has been discussed in previous studies. The study also suggested that great interest in fiscal slack by the local council and the provision of sufficient information to facilitate policy learning for local governments are needed in order to operate the Fiscal Stabilization Fund in practice.

최근 지방자치단체의 이전재원 수입이 크게 줄어든 가운데, 재정안정화기금은 이러한 재정충격 (fiscal shock)에 대한 완충장치(buffer)로서의 역할을 톡톡히 하고 있다. 다만, 현재까지도 재정안 정화기금을 설치하지 않았거나 실제 운영하지 않는 곳이 일부 존재한다. 이에, 본 연구는 2015년부 터 2023년까지의 전국 226개 기초자치단체를 대상으로 재정안정화기금 도입에 대한 영향요인을 탐 색하고자 이산시간 사건사 분석을 수행하였다. 이 과정에서 정책확산 모형(diffusion model)을 적용 했으며, 종속변수로서 해당 기금의 도입을 ‘기금 설치’와 ‘실제 운영’으로 구분하였다. 분석결과를 요약하면, 지방자치단체가 재정안정화기금을 설치 혹은 실제 운영할 가능성에는 수직적 확산요인 (중앙정부 수준의 법적 근거)과 수평적 확산요인(이웃한 타 지방자치단체의 해당 기금 도입)이 긍 정적인 영향을 미쳤으며, 내부결정요인으로서 일부 재정적 요인(여유자금의 발생 규모) 및 정치적 요인(의회의 모니터링), 사회적 요인(대규모 재난 ·재해 발생), 내부 정책학습 요인(유사 기금의 도 입 경험) 등도 긍정적인 영향력을 나타냈다. 이러한 결과를 통해, 정책확산 모형의 유용성을 재차 입증하였고, 재정안정화기금의 실질적인 운영을 위해서는 여유자금에 대한 지방의회의 큰 관심과 지방자치단체의 정책학습을 가능케 하는 충분한 정보 제공 등이 필요함을 제기하였다.
